Xi Jinping Meets with Japanese Prime Minister Shigeru Ishiba

On the afternoon of November 15, 2024 local time, President Xi Jinping met with Japanese Prime Minister Shigeru Ishiba on the sidelines of the 31st APEC Economic Leaders' Meeting in Lima.

Xi Jinping pointed out that as the current international and regional situations face changes and turbulence, China-Japan relations are in a critical period of improvement and development. As close neighbors and important countries in Asia and the world, the relationship between China and Japan holds great significance that goes beyond the bilateral scope. China is willing to work with Japan, in accordance with the principles and directions established in the four political documents between China and Japan, to firmly uphold the important common understandings that the two countries should be cooperative partners rather than threats to each other, make joint efforts to comprehensively advance the strategic relationship of mutual benefit between China and Japan, and endeavor to build a constructive and stable China-Japan relationship fit for the new era.

Xi Jinping stressed that China's development is an opportunity for the world, and this is especially true for neighboring countries including Japan. He expressed the hope that Japan will work with China to develop a correct mutual understanding, steer the bilateral relationship in the right direction from a strategic perspective and with a broad view of the overall situation, and translate the important political common understandings reached by both sides into concrete policies and actions. Xi Jinping called on the Japanese side to face history squarely, be forward-looking, and properly handle historical, Taiwan-related and other major issues of principle, manage differences in a constructive manner, and maintain the political foundation of bilateral relations. Both sides should deepen and expand people-to-people, cultural and sub-national exchanges, promoting mutual understanding between the people of the two countries, especially the younger generation. As China's and Japan's economic interests and industrial and supply chains are deeply integrated, both sides should adhere to win-win cooperation and safeguard the global free trade system as well as stable and unimpeded industrial and supply chains. Xi Jinping also called on the two countries to strengthen cooperation on international and regional affairs, practice true multilateralism, promote open regionalism, and jointly address global challenges.

Shigeru Ishiba said that both Japan and China bear responsibility for regional peace and prosperity, and joint efforts by both sides to comprehensively promote the Japan-China strategic relationship of mutual benefit and build a constructive and stable Japan-China relationship are of great significance to the region and the world. The Japanese side's position on the Taiwan question, based on the Japan-China Joint Statement in 1972, remains unchanged. The Japanese side adheres to the principles and consensus established in the four political documents between Japan and China, and keeps pursuing a path of peaceful development. The Japanese side is willing to engage in candid dialogue at all levels with the Chinese side in the spirit of facing history squarely and looking to the future, so as to enhance mutual understanding and mutual trust. There is huge potential for Japan-China economic cooperation, and Japan has no intention of "decoupling and severing industrial and supply chains" with China. Shigeru Ishiba expressed the hope that both sides will strengthen people-to-people and cultural exchanges, push for more outcomes in cooperation across various fields such as economy and trade, green development, and medical and health care, and deliver more benefits to the people of both countries. Japan is willing to closely cooperate with China within APEC and other frameworks.

The two sides agreed to maintain high-level exchanges, make good use of high-level dialogue mechanisms in the fields of economy and culture, and translate the consensus reached on Japan's discharge of nuclear-contaminated water from Fukushima into action as soon as possible.
