Ji Pengfei

Mr. Ji Pengfei was born in Linyi County of Shanxi Province in February 2,1910 and passed away in February 10m, 2000. He was state councilor of the People's Republic of China and minister of the Hong Kong & Macao Affairs Office of the State Council.

He joined in the Red Army after Ningdu Armed Rebellion in 1931 and became a member of the Communist Party of China in 1933. He participated in the Long March. He had long been engaged in political and health works in the Army. He was transferred to the Foreign Ministry after the founding of the People's Republic in 1949. He was head of the Chinese Diplomatic Mission (Ambassadorial level) to the German Democratic Republic (1950 to 1953), first Chinese ambassador to German Democratic Republic (1953 to 1955), vice minister of Foreign Affairs of the People's Republic of China (1955 to 1972), minister of Foreign Affairs of the People's Republic of China (1972 to 1974). After 1979, he was minister of the International Liaison Department of the CPC Central Committee, vice premier of the State Council and concurrently secretary-general of the State Council. After 1982, he was state councilor, deputy head of the Leading Group on Foreign Affairs of the CPC Central Committee, minister of the Office of Hong Kong & Macao Affairs of the State Council.

He was elected to be member of the Central Advisory Commission of the 12th and 13th National Congress of the CPC in 1982 and 1987, member of the Standing Committee of the Central Advisory Commission, member of the Standing Committee of the 4th National People's Congress and secretary-general of the Secretariat of the National People's Congress, vice-chairman of the 5th National People's Congress and secretary-general of the Secretariat of the National People's Congress.

He had long been the right hand to Premier Zhou Enlai and Comrade Deng Xiaoping in Foreign Affairs and was behind a lot of major diplomatic activities. In January 1973, he headed the Chinese Delegation for the negotiations on peace of Viet Nam in Paris, and paid a visit to UK, France, Iran and Pakistan in June 1973; he also paid visit to the Soviet Union, Japan, DPRK, Mongolia, Viet Nam, Burma, Thailand, Egypt, Algeria, Romania, Yugoslavia, Wernersville, Canada, Syria, Sierra Leone, Kenya, Burundi, Madagascar, Mauritius, Seychelles, Djibouti, Jordan, Kuwait, Arabic Yemen and Oman. During his tenure of office of minister of Hong Kong and Macao Affairs Office of the State Council and chairman of the Drafting Committee of the Basic Law of Hong Kong Special Administrative Region of the People's Republic of China, and chairman of the Drafting Committee of the Basic Law of Macao Special Administrative Region, he actively implemented the lines and policies of peaceful solution to the Hong Kong and Macao issue based on the "one country, two systems" concept. He also joined in the reception of visiting British Prime Minister Mrs. Thatcher and attended the signing ceremony of the Sino-British Joint Declaration on the Question of Hong Kong.
