Huang Zhen

Mr. Huang Zhen was born inTongchengCounty(nowCongyangCounty) ofAnhuiProvinceon8thJanuary 1909and passed away on10thDecember 1989.He served as vice minister of Foreign Affairs of the People's Republic ofChinafrom April 1961 to March 1964.

He was a graduate of Xinhua Art University of Shanghai.He had been long engaged in political leading work in the Central Committee and the Army before the founding of the People's Republic of China, and joined in the Long March.In 1946, he was the chief representative of the Communist Party of China on the Executive Group of Xinxiang Center of the Peking Office of Military Mediation and Execution (rank as major general).He assumed the post of Chinese ambassador toHungary(August 1950 to September 1954), Chinese ambassador toIndonesia(November 1954 to June 1961), Chinese ambassador to France (June 1964 to March 1973), director of the Liaison Office of the People's Republic ofChinato theUnited States(May 1973 to November 1977) after joining in the foreign service in 1949.He accompanied Premier Zhou Enlai to attend the Asian-African Conference as member of the Chinese Delegation.In 1962, he paid a visit to 6 Asian and African countries as special envoy of the Chinese Government to brief the latter on the truth of China-India border conflict.He was deputy secretary-general of the Chinese Delegation headed by Premier Zhou Enlai in visiting 14 Asian, African and European countries from December 1963 to February 1964.During his tenure of office of Chinese ambassador toFrance, he hosted negotiations with 10 countries (Italy,Turkey,Zaire, Chili, etc..) on the establishment or resumption of diplomatic relations.He was also Chinese representative for liaison with American representative inParisat that time.

After December 1977, he took the posts of first vice minister of the Department of Propaganda of the CPC Central Committee, minister of Culture, director of the Commission of Cultural Liaison with Foreign Countries, member of the Leading Group on Foreign Affairs of the CPC Central Committee, Honorary President of China International Friendship Promotion Council, President of China-US Friendship Association, etc..He was member of the 9th, 10thand 11thCentral Committee of the Communist Party of China; member of, member of the Standing Committee of the Central Advisory Commission from 1982 to 1989; member of the Standing Committee of the 5thNational People's Congress, advisor of the Foreign Affairs Committee of the 8thNational People's Congress; member of the National Committee of the 5thand 6thCPPCC.
