Dai Bingguo

Mr. Dai Bingguo, born in Yinjiang County of Guizhou Province in March 1941, served as vice minister of Foreign Affairs of the People's Republic ofChinafrom January 1994 to July 1995.

He was admitted to theCollegeofForeign Affairsfor advanced study after graduation from the Department of Foreign Languages of Sichuan University in 1964.From 1966 to 1989, he served as staff member of the Department of Soviet Union & Easter European Affairs; attaché of the Chinese Embassy in the Soviet Union; deputy division chief, division chief, deputy director-general, director-general of the Department of Soviet Union & Easter European Affairs.He assumed the post of Chinese ambassador toHungaryfrom 1989 to 1991, then assistant minister of Foreign Affairs from 1991 to 1994.During the tenure of office of vice minister, he was in charge of East European & Central Asian affairs, Information and Policy Research.In the 1980s, he took part in the negotiations on normalization of Sino-Soviet relations and on Sino-Soviet border issues, and paid visits to many eastern European and central Asian countries.He was transferred to the Ministry of the International Liaison Department of CPC Central Committee as vice minister in July 1995, then he was promoted as minister of the International Liaison Department in August 1997.

He was a member of the 15thCentral Committee of the Communist Party of China.
