On October 24, 2009, the 15th ASEAN Summit, which was held in Hua Hin, a coastal city of Thailand, issued the Chairman's Statement, which states that the ASEAN leaders had discussions on a series of issues and adopted a joint statement on strengthening education cooperation and climate change.

The statement said that Vietnam, the next rotating chairman, proposed hosting the 16th ASEAN Summit in Ho Chi Min City in April 2010 and the 17th ASEAN Summit and related summit meetings with the dialogue partners in Hanoi in October 2010.

The statement pointed out that the summit discussed the global economic and financial situation and its impacts on the region and agreed that the leader of the Chairman country and the ASEAN Secretary-General should be invited to participate in future G20 summits in order to express the views of ASEAN as a whole at the G20 summits and better coordinate between the regional and global economic measures.

The statement said that the participating leaders pledged strengthening cooperation in the field of grain production and distribution so as to enhance food security. The competent ministers and senior officials will be designated to speed up the establishment of the ASEAN Plus Three Emergency Rice Reserve (APTERR). The leaders of ASEAN countries were satisfied with the progress on the execution of the "ASEAN Charter". The summit adopted the Declaration on the Inauguration of the ASEAN Intergovernmental Commission on Human Rights and welcomed the establishment of the Commission.

With regard to the ASEAN Community-building, the statement said that the summit acknowledged the importance of strengthening regional connectivity and agreed that the key of strengthening regional connectivity lied in infrastructure development. The summit welcomed the USD-10-billion ASEAN-China Investment Cooperation Fund targeted at infrastructure development.

The statement said that the summit reaffirmed the common position of ASEAN on climate change, namely, the parties of the "United Nations Framework Convention on Climate Change" shall, on an equal basis and in the principle of common but differentiated responsibilities, protect the climate system according to each country's national circumstances and capabilities.

The summit called on the related parties to resume the six-party talks on the nuclear issue on the Korean Peninsula as soon as possible. The summit also approved the proposals in the two study reports, the "East Asia Free Trade Agreement" and the "Comprehensive Economic Partnership in East Asia". Four working groups were set up to take charge of the integration of East Asia. The ASEAN economic ministers were tasked on raising recommendations on the issue.

The statement said that the leaders of ASEAN countries hoped to discuss with its dialogue partners over the future direction of the regional framework with the ASEAN Community as the core at the meetings on the 24th and 25th.
