On the afternoon of November 28, 2005, Chinese President Hu Jintao held sincere and friendly talks with Mongolian President Nambaryn Enkhbayar in the Great Hall of the People and both sides reached important consensus on furthering bilateral mutually beneficial cooperation in various areas and pushing the partnership of good-neighborliness and mutual trust for in-depth development.

Hu made positive comments on new progress of bilateral relations. He said that since bilateral partnership of good-neighborliness and mutual trust was established, bilateral relations have entered a new development stage. Both sides have kept closer high-level exchanges and continuously built up mutual political trust. Economic and trade cooperation has been developing rapidly and the bilateral trade volume has increased steadily. Both sides have witnessed more dynamic exchanges and cooperation in other areas and conducted sound coordination and collaboration in international and regional affairs. China appreciates Mongolia for attaching great importance to developing relations with China and thanks for its adherence to the one-China policy and support of China's grand cause of peaceful reunification.

Enkhbayar noted that China is Mongolia's great and friendly neighbor. In 2003, President Hu Jintao paid a successful state visit to Mongolia and both sides established their partnership of good-neighborliness and mutual trust, which has pushed bilateral relations into a new stage of more rapid development in the new century. Mongolia highly appreciates China for pursuing the policy of bringing harmony, security and prosperity to neighbors and resolutely commits to developing relations of long-term stability, good-neighborly friendship and mutually beneficial cooperation with China so that the joint border between both sides will become a link for peace, friendship and cooperation between both peoples for generations. Enkhbayar reaffirmed that Mongolia adheres to the one-China policy and supports China's grand cause of peaceful reunification.

Hu Jintao indicated that China respects Mongolia's independence, sovereignty and territorial integrity and respects the development road independently chosen by the Mongolian people. To further develop bilateral partnership of good-neighborliness and mutual trust based on the Five Principles of Peaceful Coexistence is China's unremitting policy. China would like to work with Mongolia to deepen bilateral good-neighborly friendship and mutually beneficial cooperation in the following four aspects. First, to strengthen dialogue and exchanges at high and other levels, expand friendly exchanges between parliaments, governments and parties of both sides and build up mutual understanding and trust so that both sides can become good neighbors, friends and partners forever. Second, to focus on resources exploitation and infrastructure construction and expand bilateral mutually beneficial cooperation. Both sides should step up efforts in implementing cooperation programs already agreed upon. At the same time they should make full use of complementary advantages, tap potential, strengthen bilateral cooperation in the areas of energy resources, transportation and communications and actively discuss new cooperation channels and approaches. China supports businesses with strength and good reputation as well as provinces in the northern part of China to cooperate with Mongolia and realize mutual benefits and common development. Third, to expand bilateral exchanges and cooperation in the areas of humanities and enrich the connotations of partnership of good-neighborliness and mutual trust. Both sides can conduct more cultural exchange activities in various forms and enhance cooperation in the areas of education, tourism, environmental protection, disaster relief and sanitation & antiepidemics. Fourth, to maintain bilateral coordination and collaboration in international and regional affairs and jointly promote peace and development of this region. China supports the active role played by Mongolia in Shanghai Cooperation Organization (SCO) as its observer country and supports Mongolia's active participation in the regional cooperation process in Northeast Asia and Asia at large.

Enkhbayar indicated his full agreement with Hu's views and proposals on furthering bilateral relations. He said that Mongolia would like to continue maintaining high-level exchanges with China and further strengthen bilateral exchanges and cooperation in the areas of politics, security, economy & trade, and tourism. The steady and rapid growth of China's economy offers a favorable opportunity for bilateral cooperation. Mongolia welcomes China to actively take part in Mongolia's mineral resources exploitation and construction of infrastructure including transportation and hopes to further utilize China's Tianjin port as an access to the sea for Mongolia's trade. Both sides should also conduct cooperation in protection of environment and natural resources, encourage cultural and educational exchanges and actively consider the possibility of setting up cultural centers in each other. Mongolia congratulates on the successful manned space flight of China's Shenzhou VI and would like to conduct more cooperation with China in peaceful use of space resources. Enkhbayar also indicated that Mongolia attaches great importance to regional cooperation and would like to strengthen communication and cooperation with China in SCO and other frameworks and actively participate in Northeast Asian cooperation in a bid to jointly safeguard peace and stability of this region and promote common development. He also expressed condolences over the casualties and property losses caused by the recent earthquake disaster in Jiangxi, China, for which Hu expressed thanks.

Following the talks, the two heads of state jointly attended the signing ceremony of the protocol on the second joint survey of China-Mongolia border between the two governments, the agreement on economic and technological cooperation between the two governments and other cooperation documents.

Prior to the talks, Hu held a ceremony in the North Hall of the Great Hall of the People to welcome Enkhbayar's visit to China. Among those who attended the welcoming ceremony were President Hu's wife Liu Yongqing, Vice Chairman of the Standing Committee of the National People's Congress Xu Jialu, State Councilor Tang Jiaxuan, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Abdul'ahat Abdulrixit, Vice Chairman of the Central Committee of Jiu San Society Hong Fuzeng, Foreign Minister Li Zhaoxing, Minister of Education Zhou Ji, Minister of Railway Liu Zhijun, Vice Chairman of the National Development and Reform Commission Zhang Guobao, Chinese Ambassador to Mongolia Gao Shumao and other officials.
