In the afternoon of June 3, 2014, Premier Li Keqiang held talks with Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah of Kuwait at the Great Hall of the People.
Li Keqiang said, Kuwait was the first Gulf Arabian country that established diplomatic relationship with China. The two countries have already become good friends of mutual trust and good partners of sincere cooperation. China stands ready to strengthen high-level exchanges and political mutual trust with Kuwait, and to support each other on issues involving core interests and major concerns of each other, so as to promote China-Kuwait relations to a new high.
Li Keqiang pointed out, the two countries should expand cooperation in economy and trade, investment, finance, infrastructure construction and other fields. The Chinese side is willing to participate in the projects of railway construction in Kuwait and welcomes the Kuwaiti side to actively participate in the building of the Silk Road Economic Belt and the Silk Road On the Sea of the 21st Century as well as the preparation for the establishment of the Asian Infrastructure Investment Bank. The two countries should expand energy cooperation, closely integrating upstream oil and gas with downstream oil and gas, markets with resources, and traditional energy with new energy. Hope that the Kuwaiti side will open up the market of the upstream oil and gas exploration and development to Chinese oil companies. The two countries should intensify people-to-people and cultural exchanges and communication among universities and personnel, promote mutual understanding and friendship between the two peoples, enhance communication and coordination in international and regional affairs, and work together to safeguard regional peace and stability.
Li Keqiang stressed, China attaches great importance to developing the relationship with the Gulf Cooperation Council (GCC) and with the Arab countries, and appreciates the efforts made by Kuwait, as the rotating presidency of GCC and League of Arab States Summit, to deepen China-GCC relations and China-Arab relations. Hope that the Kuwaiti side will continue to promote an early resumption and completion of the China-GCC Free Trade Area (FTA) negotiation and to advance China-Arab Forum construction and China-Arab strategic cooperative relations to for new achievements.
Jaber expressed that the Kuwaiti side is firmly committed to developing relations with China and is willing to strengthen the high-level exchange visits, to carry out diversified cooperation in various fields such as economy and trade, investment, energy, culture, education and scientific research, to give play to Kuwait's regional and capital advantages, and to actively participate in the building of "One Belt One Road" and the preparation of the establishment of the Asian Infrastructure Investment Bank, so as to promote common development. China is a good friend of Arab countries, and the Kuwaiti side appreciates the important and constructive role China has played in international and regional affairs, which in turn will play a positive role in promoting the Arab-China relations and GCC-China relations.
The two sides also exchanged views on international and regional issues of common concern.
Prior to the talks, Li Keqiang held a welcoming ceremony for Jaber at the Square outside the East Gate of the Great Hall of the People. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Ma Biao and others were present at the ceremony.
Following the talks, the two leaders jointly witnessed the signing of the bilateral cooperation documents in the fields of economy and trade, finance, energy and aviation.
