On March 31, 2015, the Kuwaiti government and the United Nations jointly held the third International Humanitarian Pledging Conference for Syria in Kuwait City. China's Special Envoy on the Middle East Issue Gong Xiaosheng attended the Conference.

Gong Xiaosheng stated that all parties should uphold the spirit of "international solidarity and burden sharing" to actively provide assistance for the Syrian people. All parties and groups in Syria should immediately cease fire and stop violence, and resolve the crisis politically through dialogues, which is the fundamental way to deal with the Syrian humanitarian issues. China has provided humanitarian assistance for the Syrian people including refugees outside Syria many times, and will continue to make efforts to resolve the Syrian crisis politically and alleviate the humanitarian situation in Syria.

During the Conference, Gong Xiaosheng also met with Undersecretary for Foreign Affairs Khalid Sulaiman Al-Jarallah of Kuwait, exchanging views on the bilateral relations and regional issues.
