Wang Yi Puts Forward Four Proposals on Promoting the Development and Growth of the Shanghai Cooperation Organization

On July 13, 2021 local time, State Councilor and Foreign Minister Wang Yi met with the press in Dushanbe with Tajik Foreign Minister Sirojiddin Muhriddin.

Wang Yi said that this year marks the 20th anniversary of the establishment of the Shanghai Cooperation Organization (SCO), which has reached a critical juncture in its development. Tajikistan is the rotating chair of the SCO. The two sides had an in-depth exchange of views on how to promote the development and growth of the SCO. China has the following proposals:

First, fully explore the value of Shanghai Spirit. Shanghai Spirit, with its connotations of "mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development", is the core concept of the SCO and a banner erected by the SCO in the world. Guided by the Shanghai Spirit, the SCO has transcended the differences in social system, history and culture and set an example of new state relations. Facing the changing situations and the pandemic unseen in a century, the value of Shanghai Spirit is further highlighted. The SCO member states should draw inspiration from this and continue to guide the development of the SCO.

Second, give full play to security cooperation. The SCO is committed to maintaining the common security of member states, with combating the "three forces" of terrorism, separatism and extremism as the core task, takes concrete actions to practice common, integrated, cooperative and sustainable security concepts, and sets up the joint exercise mechanism for the military, counter-terrorism, anti-drug, and network security, building up the strict law enforcement and security cooperation network. We should continue to make full use of these cooperation mechanisms to create a sound security environment for the economic and social development of all countries.

Third, accelerate the layout of cooperation for common development. The SCO has actively engaged in all-round practical cooperation, signed important documents such as the Programme of Multilateral Trade and Economic Cooperation and the Agreement on Facilitation of International Road Transport, to further participate in the high-quality development of the Belt and Road, and carried out a large number of strategic projects in connectivity, economy, trade, investment, energy and resources. We need to further synergize our development strategies, improve regional integration, and promote the convergence of our interests.

Fourth, continue to lead open and inclusive regional cooperation. Inheriting the Silk Road spirit, the SCO advocates respect for diversity of civilizations, common progress through exchanges and mutual learning, and common development through inclusiveness. It has become the largest and most populous regional organization in the world with eight member states, four observer states and six dialogue partners. We should make continuous progress in the building of institutions and mechanisms of the SCO, find a path of regional cooperation that conforms to the trend of the times, and promote the SCO to play a bigger role in regional and international affairs.
