Premier Wen Jiabao Holds Talks with Prime Minister of the Republic of Cape Verde José Maria Pereira Neves

On August 24, 2004, Premier Wen Jiabao of the State Council held talks with visiting Prime Minister of the Republic of Cape Verde José Maria Pereira Neves at the Great Hall of the People. During the talks, both sides expressed the willingness to make joint efforts to promote the comprehensive development of relations between the two countries.

Wen Jiabao made positive comments on relations between China and Cape Verde. He said that China and the Republic of Cape Verde enjoy long-standing friendship. As early as when the people of Cape Verde were fighting for national independence, the Chinese people stood by them and rendered them firm support. Since the establishment of diplomatic ties 28 years ago, relations between the two countries have been developing smoothly and their cooperation conducted on the basis of mutual benefit in various fields has been quite fruitful. On the political front, the two countries have always respected each other and treated each other as equals. On the economic front, the two countries have consistently followed the principles of reciprocity and mutual benefit and their economic and trade cooperation yielded good economic and social results. China is satisfied with the good development momentum of relations between the two countries and remains thankful to the administrations of Cape Verde for their adherence to the one-China policy.

Wen Jiabao noted that both China and Cape Verde are developing countries and both are taking on the tasks of economic development, national construction and improvement of people's livelihood. To strengthen solidarity and cooperation between China and Cape Verde is in line with the fundamental interests of both countries and peoples. The Chinese government cherishes the traditional friendship and the friendly cooperative relations with Cape Verde and would like to continue enhancing political exchanges with Cape Verde to strengthen mutual political trust, to deepen economic and trade cooperation and promote common development, and to expand exchanges and cooperation in such areas as culture, education, health and human resources development so as to promote the comprehensive development of the bilateral relations.

Neves agreed to the views and proposals of Wen Jiabao on relations between the two countries. He said that China has been providing support and assistance to Cape Verde over a long period of time, which has played an important role in the development process of Cape Verde, especially in economic and social fields. The people of Cape Verde are deeply grateful for the support and assistance. He added that Cape Verde is right now in the period of economic transition and is making efforts to become the entrepot in the region and the financial hub of Western Africa. Cape Verde hopes that China will become a partner of Cape Verde in the process and conduct mutually beneficial cooperation with Cape Verde in the fields of industry, agriculture, energy resources, maritime transportation, tourism and infrastructure construction.

Neves also indicated that Cape Verde would firmly adhere to the one-China policy.

Following the talks, Wen Jiabao and Neves jointly attended the signing ceremony of cooperation documents between the two sides, including the Agreement on Economic and Technological Cooperation between the Two Governments.
