Joint Communiqué Between the People's Republic of China and The Republic of Liberia

I. At the invitation of President Ellen Johnson Sirleaf of the Republic of Liberia, President Hu Jintao of the People's Republic of China paid a state visit to the Republic of Liberia on 1 February 2007.

II. During his visit, President Hu Jintao held talks with President Ellen Johnson Sirleaf. The leaders of the two countries had in-depth exchanges of views in a cordial and friendly atmosphere and reached broad agreement on building on the success of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), China-Liberia relations and issues of mutual interest. A number of agreements were signed to bolster bilateral cooperation and friendship.

III. The two sides hailed the friendship between the two countries and expressed satisfaction with the rapid growth of bilateral relations since the resumption of their diplomatic ties. Both sides agreed to increase friendly exchanges at various levels, enhance mutual trust and expand practical cooperation to further grow China-Liberia friendship and cooperation.

IV. The two sides pledged to support each other on matters concerning their sovereignty, territorial integrity, stability and development. The Liberian side reiterated its firm commitment to the one China policy and its support to China's concept of "one country, two systems" and every effort by the Chinese Government to achieve national reunification. The Liberian side is opposed to "Taiwan independence" in any form, including "de jure Taiwan independence", and it is opposed to Taiwan's attempt to join any international or regional organization consisting only of sovereign states. The Chinese side highly appreciated the above mentioned position of the Liberian side.

V. The Chinese side commended the unremitting efforts made by the Liberian Government to consolidate peace and stability and promote national reconstruction and development and pledged to continue to provide assistance within its capacity, for which the Liberian side expressed appreciation.

VI. The two sides applauded the outcome of their economic cooperation and trade and agreed to faithfully implement the agreement reached between their leaders and the cooperation agreements the two sides had signed, giving top priority to cooperation in such fields as infrastructure, telecommunications and resources, and giving support to their enterprises in conducting various forms of cooperation on the basis of equality and mutual benefit. The Chinese Government encourages Chinese businesses to make investment in Liberia and supports the efforts of the Liberian side to promote economic and social development.

VII. The two sides agreed to broaden their exchanges and cooperation in culture, education, health and personnel training.

VIII. The two sides exchanged views on a wide range of international and regional issues and agreed to strengthen cooperation in international affairs, safeguard the common interests of China, Liberia and other developing countries, promote South-South cooperation, North-South dialogue and work for a harmonious world of lasting peace and common prosperity.

IV. The two sides hailed the role of FOCAC in boosting China-Africa relations and agreed to work together to strengthen consultation and coordination, build on the success of the FOCAC Beijing Summit and advance the new type of strategic partnership between China and Africa featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges.

X. The Chinese side expressed its appreciation for the warm hospitality accorded to President Hu Jintao during his visit to Liberia.
