​Li Keqiang and Russian Prime Minister Mikhail Mishustin Co-chair the 27th Regular Meeting with Han Zheng’s Presence

On the afternoon of December 5, 2022, Premier Li Keqiang of the State Council co-chaired the 27th regular meeting with Russian Prime Minister Mikhail Mishustin via video link at the Great Hall of the People.

Vice Premier of the State Council and Chairman of China-Russia Investment Cooperation Committee and China-Russia Energy Cooperation Committee on the Chinese side Han Zheng was present.

Li Keqiang said that as each other’s largest neighbors and emerging markets, China and Russia enjoy traditional friendship and have always developed bilateral relations based on the principle of non-alliance, non-confrontation and non-targeting of any third party. President Xi Jinping’s successful meeting with President Vladimir Putin in September this year has vigorously pushed forward the development of bilateral relations. The regular meeting between the Chinese Premier and the Russian Prime Minister, as an annual routine institutional arrangement, has been held uninterruptedly for 27 years, and has played a positive role in planning and advancing China-Russia practical cooperation in various fields. China is ready to maintain high-level exchanges with Russia, strengthen exchanges and cooperation in various fields, deepen the China-Russia comprehensive strategic partnership of coordination, uphold the basic norms governing international relations, safeguard peace, stability, development and prosperity of the region and the world at large, and bring more benefits to the two peoples.

Li Keqiang and Mishustin listened to the work reports delivered by Han Zheng, Vice Premier of the State Council and Chairman of the China-Russia Committee on Humanities Cooperation on the Chinese side Sun Chunlan, Vice Premier of the State Council and Chairman of the Committee on Regular Meetings between the Chinese Premier and the Russian Prime Minister and the Intergovernmental Commission for Cooperation of the Northeast China and the Far East and Baikal Region of Russia on the Chinese side Hu Chunhua, as well as Russian responsible official of relevant mechanisms and First Deputy Prime Minister Andrey Belousov, and Deputy Prime Ministers Tatyana Golikova, Alexander Novak, Yury Trutnev and Dmitry Chernyshenko.

Li Keqiang and Mishustin made positive comments on the efficient and pragmatic work of the committees of both sides over the past year. Noting that the economies of China and Russia are highly complementary, Li Keqiang expressed the hope that the two sides will give full play to the role of bilateral cooperation mechanisms, steadily advance cooperation projects in key areas, and constantly upgrade the level of economic and trade cooperation. The two sides should optimize customs clearance procedures at ports, and keep industrial and supply chains stable and unimpeded together. Efforts should be made to deepen people-to-people and sub-national exchanges and consolidate the foundation of public support for the friendship between the two countries.

Mishustin said that under the current complex international situation, the Russia-China comprehensive strategic partnership of coordination has maintained a sound momentum of development, and bilateral cooperation in various fields has continued to move forward. Russia is willing to work with China to give full play to the mechanism of regular meetings between Russian Prime Minister and Chinese Premier, strengthen cooperation in key areas such as economy and trade, deepen people-to-people and cultural exchanges, improve and upgrade bilateral cooperation, and consolidate the good-neighborly friendship between Russia and China. Russia is ready to work with China to tackle global challenges and promote the development of a multi-polar world.
