Director-General of the Department of Consular Affairs of the Foreign Ministry Wu Xi Attends the Opening Ceremony of the Consulate General of Russia in Harbin

On February 2, 2023, the opening ceremony of the Consulate General of Russia in Harbin was held. Director-General of the Department of Consular Affairs of the Foreign Ministry Wu Xi, Vice Governor of Heilongjiang Province Yu Jian, as well as Russian Ambassador to China Igor Morgulov and Russian Consul-General in Harbin Vladimir Oshchepkov were present.

Director-General Wu Xi, on behalf of the Ministry of Foreign Affairs, delivered a speech, saying that the year 2023 marks the beginning of China’s full implementation of the guiding principles laid down at the 20th National Congress of the Communist Party of China and also the 10th anniversary of the vision of a human community with a shared future and the Belt and Road Initiative proposed by President Xi Jinping. Under the strategic guidance of President Xi Jinping and President Vladimir Putin, China-Russia relations have maintained a momentum of sound and steady growth, showing a huge internal driving force and strong resilience, and setting a fine example of relations between major countries. Heilongjiang Province, an important province of China on the border with Russia, is at the intersection of the revitalization of China’s northeast region and the Development Strategy of Russia’s Far East. Wu Xi expressed her belief that the opening of the Consulate General will inject fresh vitality into the expansion of sub-national exchanges and cooperation between China and Russia and further enrich the strategic connotation of bilateral relations. The Ministry of Foreign Affairs is ready to work with Heilongjiang Province to provide convenience and assistance for the work of the Consulate General.

Noting that Heilongjiang is one of the main provinces in China’s cooperation with Russia, Vice Governor Yu Jian said Heilongjiang Provincial Party Committee and Provincial Government attach great importance to the work of the Consulate General of Russia in Harbin and are ready to work with the Consulate General to further promote Heilongjiang’s exchanges and cooperation with Russia in various fields and contribute positive strengths to the continuation of China-Russia traditional friendship and the development of China-Russia comprehensive strategic partnership of coordination for a new era.

In his speech, Ambassador Morgulov spoke highly of the friendly and cooperative relations between Russia and China and thanked the Chinese side for providing assistance in the opening of the Consulate General. Noting that Heilongjiang Province has the longest stretch of China’s land border with Russia, he expressed the belief that the opening of the Consulate General will further promote exchanges and cooperation between Russia and China in various fields at the sub-national level and constantly advance bilateral relations.
