Xi Jinping Holds Talks with President of the Council of State and the Council of Ministers Raúl Castro of Cuba, Stressing Unswervingly Deepen Sincere Friendship, Steadfastly Conduct Mutually Beneficial and Win-Win Cooperation and Firmly Remain Partners in Reform and Development

On July 22, 2014, President Xi Jinping held talks with President of the Council of State and the Council of Ministers Raúl Castro of Cuba in Havana. In a warm, friendly and sincere atmosphere, the two heads of state jointly reviewed the development of the China-Cuba relations, charted course for the future of the bilateral relations, reached important consensus and joined hands with one heart to create a new situation of mutually beneficial and friendly cooperation between the two countries.

Before the talks, Raúl Castro held a welcoming ceremony for Xi Jinping at the Palace of the Revolution. The military band played the national anthems of China and Cuba. Xi Jinping inspected the guards of honor in the company of Raúl Castro. The two heads of state introduced their accompanying personnel to each other.

Raúl Castro warmly welcomed Xi Jinping to visit Cuba and happily recalled his previous visits to China. He expressed that the bilateral relations are in the best period of history and cooperation between both countries has been extended to all fields. He is looking forward to exchanging in-depth views on developing the bilateral relations with President Xi Jinping, witnessing the signing of a series of important cooperative agreements and showing common aspiration of both sides to strengthen cooperation.

Xi Jinping pointed out that since the establishment of the diplomatic relationship 54 years ago, China and Cuba have been like-minded and always uphold the common ideal and belief. On the road of socialist construction, we have helped each other and shared weal and woe. Both countries have treated each other sincerely, respected each other, conducted cooperation with equality and mutual benefit and promoted common development. Both sides have always been in tune with the times and advanced with the times to inject new impetus into the China-Cuba relations. The Chinese side cherishes the traditional friendship between China and Cuba and no matter how the international situation changes, it is a set policy of the Chinese side to stick to China-Cuba long-term friendship. We should unswervingly deepen friendship with utter sincerity, steadfastly carry out mutually beneficial and win-win cooperation, and firmly remain partners in reform and development.

Both sides exchanged in-depth views on their own reform and development as well as major topics of common interest. Xi Jinping pointed out that the road of socialism with Chinese characteristics follows the historical trend and is supported and backed by the people, and that we will go unswervingly along this broad road. The Chinese side unswervingly supports Cuba to take the socialist road. The Chinese side will consistently support the Cuban people's just fight in safeguarding state sovereignty and will support Cuba to conduct adjustment in its economic and social policies, and is willing to continue to offer help to Cuba within our capacity. The Chinese side stands ready to continue to maintain high-level exchanges, enhance party-to-party exchanges and strengthen dialogues and consultations at all levels with the Cuban side. The Chinese side is willing to continue to support each other with the Cuban side on issues concerning core interests and major concerns of the other side. The Chinese side is willing to strengthen exchanges on governance and administration of state affairs and socialist construction and learn from and support each other in the process of each other’s own reform.

Raúl Castro expressed that China is a great nation. They believe that China is bound to achieve success in the cause of socialism with Chinese characteristics under the leadership of the Communist Party of China and China's development is bound to make greater contribution to facilitating world peace and human progress. The Cuban side appreciates the Chinese side for its consistent and firm support to Cuba and speaking out boldly to uphold justice for Cuba. Cuba will provide firm support for China to maintain national sovereignty, security and territorial integrity and stands ready to work with the Chinese side to strengthen exchanges of all levels and to communicate and mutually draw on the experience of socialist construction.

Xi Jinping stressed that both China and Cuba should make good use of mechanisms such as the Intergovernmental Economic and Trade Mixed Committee, and under the guidance of China-Cuba medium-term bilateral economic cooperation plans, promote trade growth, discuss conducting service trade such as medical treatment, expand cooperation in key fields such as agriculture, infrastructure construction, energy and mining and tourism, foster new growth point of cooperation in high-tech fields such as renewable energy sources and biotechnology, and manage well construction projects such as the exemplary park of China-Cuba agricultural technology, exemplary zone of Havana digital television, and port development and special economic zones in Cuba. The Chinese side encourages and supports Chinese enterprises to invest and conduct business in Cuba.

Raúl Castro expressed that the Cuban side attaches great importance to the development of comprehensive cooperative relations with the Chinese side, stands ready to jointly upgrade the level of bilateral trade and expand cooperation in such fields as mining, renewable energy sources, agriculture and bio-pharmaceuticals, welcomes investment from Chinese enterprises and suggests both sides to set up specialized work group to facilitate key projects.

Xi Jinping appreciated the important contribution of Cuba to the promotion of overall cooperation between China and Latin America and hoped that both sides continue to strengthen coordination and cooperation and to promote China-Latin America cooperation and South-South cooperation.

Raúl Castro congratulated on the successful holding of Latin America and the Caribbean-China Summit and expressed that the Cuban side will unswervingly push forward the construction of the Community of Latin American and Caribbean States (CELAC)-China Forum and Latin America-China friendly cooperation.

The two heads of state jointly witnessed the signing of documents of bilateral cooperation in such fields as economy and trade, agriculture, energy, mining, financing, biotechnology, communication, infrastructure construction, health care, culture and education.

On that evening, the two heads of state also jointly watched the China-Cuba joint ballet performance.
