On April 23, 2019, Vice Foreign Minister Qin Gang met with National Secretariat for International Relations of the Democratic Revolutionary Party Leonardo Kam of Panama.

Qin Gang welcomed Leonardo Kam to China for the sub-forum themed with people-to-people bond of the second Belt and Road Forum for International Cooperation, adding that since the establishment of diplomatic relations between China and Panama, both countries have witnessed rapid progress in cooperation in various areas with fruitful results. The Chinese side is willing to work with the Panamanian side to jointly push China-Panama relations for constant and sustained development.

Leonardo Kam expressed that the Democratic Revolutionary Party firmly supports the establishment of diplomatic relations between Panama and China, and will continuously remain committed to promoting Panama-China relations.
