China and Argentina

The strategic partnership between the People's Republic of China and the Republic of Argentina enjoyed all-round and rapid growth in 2013.

The two countries enjoyed close high-level exchanges. In September, President Xi Jinping met with President of Argentina Cristina Fernández de Kirchner during the G20 Summit in St. Petersburg. The two leaders exchanged views on bilateral relations and issues of shared interest and witnessed the signing of Memorandums of Understanding on establishing Permanent Bi-national Commission and Mechanism for Strategic Dialogue for Economic Cooperation and Coordination between the two countries. In May, Vice President Li Yuanchao paid an official visit to Argentina during which he met with Argentine President Cristina Fernández de Kirchner and President of Chamber of Deputies Julián Domínguez and had talks with Vice President and President of the Senate Amado Boudou. CPPCC Vice Chairmen Ma Peihua and Wang Qinmin paid visits to Argentina. In August, Argentine Vice President and President of the Senate Amado Boudou visited China. He met with CPPCC Chairman Yu Zhengsheng and held talks with Vice President Li Yuanchao. In April, Argentine President of Chamber of Deputies Julián Domínguez visited China. Premier Li Keqiang, NPC Chairman Zhang Dejiang and CPPCC Chairman Yu Zhengsheng held separate meetings with him. In November, Argentine Minister of Foreign and Religious Affairs Hector Timerman visited China. He met with State Councilor Yang Jiechi and held talks with Foreign Minister Wang Yi.

The two countries conducted active exchanges in various fields. Many Chinese officials visited Argentina, including Vice Minister of Agriculture Yu Xinrong, Deputy Auditor General of the National Audit Office Dong Dasheng, President of the Chinese Academy of Sciences Bai Chunli, Vice Minister of Transport Gao Hongfeng, Vice Chairman of the NPC Religious Affairs Committee Liu Shengyu, Vice Chairman of the National Health and Family Planning Commission Sun Zhigang, Vice President of Xinhua News Agency Zhou Shuchun and Vice Minister of Public Security Li Wei. On the Argentine side, visits to China were paid by Minister of Interior and Transport Florencio Randazzo, Minister of Economy and Public Finance Axel Kicillof, Minister of Federal Planning, Public Investments and Services Julio de Vido, Minister of Science, Technology and Innovative Production Lino Barañao, Minister of Agriculture, Livestock and Fisheries Norberto Yauhar and Vice Foreign Minister Eduardo Zuaín. The 12th Political Consultation between Chinese and Argentine Foreign Ministries, the 19th Meeting of the Mixed Commission on Economy and Trade and the Seventh Meeting of the Mixed Commission on Science and Technology were held.

Economic cooperation and trade between the two countries produced fruitful results. Bilateral trade maintained sound momentum of growth. China continued to be Argentina's second largest trading partner and Argentina China's sixth largest trading partner in Latin America. The two sides made new progress in economic and technological cooperation in such fields as finance, hydropower and infrastructure. The Industrial and Commercial Bank of China opened a subsidiary in Argentina. China Gezhouba Group Co. Ltd and Argentine companies won the bid for the construction of two major hydropower plants, namely, "President Nestor Kirchner" and "Governor Jorge Cepernic".

The two countries enjoyed sound coordination and collaboration in the UN, the G20, the WTO and other international organizations and multilateral mechanisms. The two foreign ministries held the second China-Argentina Dialogue on the Law of the Sea and Polar Affairs.

Exchanges and cooperation in science, technology and culture were fruitful. In April, China launched small satellites for Argentina and other countries with a Long March 2D rocket. In November, an Argentine culture week was held during the Shanghai International Art Festival.

The two countries strengthened military exchanges. Political Commissar of the PLA General Armament Department General Wang Hongyao and Political Commissar of the PLA General Logistics Department General Liu Yuan visited Argentina separately. A Chinese naval fleet visited Argentina.

Exchanges at local levels were frequent. Guangdong Province of China and Mendoza Province of Argentina established sister province relations.
