On the occasion of the convocation of the 36th Ordinary Session of the OAU Assembly of Heads of State and Government, I wish to extend, on behalf of the Chinese Government and people, our warm congratulations to the Session.


As the most representative organization on the African continent, the OAU has traversed a glorious course for 37 years, making important contribution to the struggle for national independence and political emancipation in Africa, the maintenance of peace and stability in the continent, the promotion of the region's economic growth and the safeguarding of the legitimate rights and interests of African countries in international affairs. Since last year's two summit meeting of the organization in particular the OAU and its member states have paid greater attention to boosting their strength through greater unity and made vigorous attempts to achieve peace, stability and development of Africa by relying on concerted and collective efforts, Although Africa is still confronted with various difficulties and problems, we are convinced that, under the banner of African unity and with the sincere assistance of the international community, the African continent will surmount all difficulties and obstacles and embark on the road to rejuvenation in the new century.


The Chinese Government has along attached importance to Africa. It has been part and parcel of China's independent foreign policy of peace to enhance its solidarity and cooperation with the vast number of developing countries, including those in Africa. The similar historical experience, the common task of development and extensive common interests of China and Africa have made us always sympathetic with and supportive of each other in international affairs. China-Africa friendly and cooperative relationship based on equality, mutual trust and mutual benefit has withstood the test of the storm and stress of the international situation and become a model of South-South cooperation. International situation is now undergoing profound changes. The on-going process of economic globalization brings with it both opportunities and challenges to developing countries. It is therefore imperative that China and Africa further strengthen consultation so as to expand their common ground and promote cooperation. The Forum on China-Africa Cooperation to be held in Beijing this autumn will be a good opportunity for us to discuss and map out cooperation between China and Africa in the 21st century under the new situation. We look forward to working with African nations and upgrading our long standing friendly relations and cooperation to a new high.
