In a press conference following the St. Petersburg Summit of Shanghai Coorperation Organization (SCO) on the afternoon of June 7, 2002, presidents of the six member countries all made positive comments on this meeting.

President Jiang pointed out that this meeting has reaped expected results. He summarized that the summit is an important meeting with regards to its timing, contents and significance.

Jiang said that the holding of this meeting is not only necessary but very timely in that it is held in the eve of the anniversary of the foundation of the SCO against greatly changed international and regional backdrop while the organization itself enters a crucial stage of institutionalization. During the sessions of the meeting, presidents of the six member countries of SCO carefully summarized what the SCO has done since its establishment a year ago and formulated important plans for the next stage of its development. They also exchanged in-depth opinions and coordinated their stances on current major international and regional issues in a broad scope, and signed three important legal and political documents, which are the Charter of the SCO, an agreement on anti-terrorism agency in the region, and the Declaration of Heads of State of the SCO members. It can be said that this meeting is of rich contents and remarkable results.

Jiang said that governments of member countries have, through the summit meeting, clarified and confirmed the direction and guiding principles of the organization. The Charter has laid a firm legal basis for the building of the organization for it explicitly states the aims, principles, structure and operating rules. The agreement on anti-terrorism agency in the region provides a legal basis for the various parties to carry out the substantive coorperation in the security field. Its signing shows that member countries will take more firm actions to maintain regional security and stability and crack down on terrorism, separatism and extremism.

Russian President Vladimir Putin said that the signing of the agreement on anti-terrorism agency is an important contribution by the SCO to the global efforts in the fight against terrorism. SCO members cooperating on the basis of equality will be a stabilizing factor to Asia. He added that the summit meeting is particularly important to the further cooperation among members.

Kazakh President Nursultan Nazarbayev said that the SCO based on the "Shanghai Five" mechanism has raised the level of cooperation among member countries, and the decision made in this summit to form coorperation mechanism will help them to carry out better coorperation. He also expressed that Kazakhstan will work with other member governments to ensure that the SCO will be truly helpful to the security and well-being of people in the region in line with the principles settled in this meeting.

Kyrgyz President Askar Akayev said that the SCO has withstood the test over the past year. He said the argeements reached in this summit meeting, which are to become the guide to the following actions, will ensure regional security more effectively and spur regional coorperation. He hopes that more cooperation between the members of the SCO will begin in areas of economy, trade and culture.

Emomali Rakhmonov, President of Tajikistan, said that the signing of the SCO Charter is a historic event that will lay solid foundation and provide vast room for further cooperation among member countries. He said the different kinds of effective mechanisms decided upon in the summit meeting will enable member countries to better cope with challenges.

Islam Karimov, President of Uzbekistan, said the documents signed today have not only set the prospects of the development for the SCO, but will also highlight the regional and international status of the SCO.
