Xi Jinping Holds Talks with President Alexander Lukashenko of Belarus, Agreeing to Open up a New Era for China-Belarus Comprehensive Strategic Partnership

On May 10 local time, President Xi Jinping held talks with President Alexander Lukashenko of Belarus in Minsk. Both sides agreed to boost bilateral cooperation in all fields and dock the development strategies of both sides, so as to open up a new era for China-Belarus comprehensive strategic partnership.

Xi Jinping pointed out that China and Belarus are good friends and good partners that always trust and help each other. The two nations have kept a high-level strategic coordination and constantly pushed forward the bilateral relations to new highs. Since the establishment of China-Belarus comprehensive strategic partnership in 2013, bilateral exchanges at various levels have been increasingly close and the cooperation in all fields has achieved a simultaneous upgrade in both quality and quantity in all fields, pushing the development of China-Belarus relations into a new phase featuring top-level position, solid foundation and sound mechanisms.

Xi Jinping stressed that his visit to Belarus this time is the first visit paid by a Chinese head of state in 14 years. It is hoped that the two sides will take the opportunity of the meeting to translate the high-level political relationship into more tangible and practical cooperation outcomes, and work together to open up a new era for the China-Belarus comprehensive strategic partnership. Xi Jinping made four-point proposal on establishment of a community of common interests and common destiny between the two nations.

First, continuously enhance political mutual trust, build unbreakable strategic support for each other and always support each other to independently choose philosophy and paths for development in accordance with their respective national conditions.

Second, promote the combination of the development strategies of both sides and work together to build the Silk Road Economic Belt. Both sides should increase the two-way trade, optimize the trade structure and promote for a trade balance. The two sides should take the construction of the China-Belarus Industrial Park as a cooperation priority, bring the role of the mechanisms of inter-governmental coordination into full play, and well plan the future development of the industrial park, so as to build the industrial park a "pearl" along the Silk road Economic Belt and an exemplary project of mutually beneficial cooperation between the two countries. Both nations should also expand cooperation in financing by following the principles of mutual benefit and win-win result and targeting at the projects in housing for low-income families, infrastructure construction, electricity, industrial modernization.

Third, strengthen exchanges and cooperation in people-to-people and cultural engagement and between local governments to cement the social and public opinion foundation for bilateral friendship. China will continue supporting efforts of Belarus in setting up Confucius Institutes and holding the Chinese Culture Day, and encouraging Chinese provinces and autonomous regions concerned to carry out counterpart and complementary cooperation with relevant local governments of Belarusian side by combining their own characteristics and advantages, so as to forge new growth points for practical cooperation. As this year marks the Year of Youth in Belarus, 100 Belarusian college students will be invited to attend education exchange programs in China.

Fourth, intensify coordination and cooperation in international and regional affairs. As this year marks the 70th anniversary of the founding of the United Nations (UN), China and Belarus should strengthen coordination in international and regional affairs to safeguard the common interests and to promote the establishment of a new type of international relations with win-win cooperation at the core.

Xi Jinping pointed out that this year marks the 70th anniversary of the victory of both the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. The Chinese People's War of Resistance against Japanese Aggression broke out the earliest and lasted for the longest. Both the Chinese people and Belarusian people made great sacrifices and immense contributions to the victory against fascism and militarism. The purpose of the commemorative activities carried out by both sides is to remember the history, cherish the memory of martyrs, treasure peace and sound a warning for the future.

Alexander Lukashenko noted that President Xi Jinping's state visit to Belarus on the occasion of the 70th anniversary of the victory of the Great Patriotic War is of great significance. The Belarusian side values its relations with China, and thanks the Chinese government and people for attaching importance to the friendly cooperation with Belarus and offering strong support for the country without any political strings attached. Belarus and China have seen a rapid development of exchanges and cooperation in economy, trade, investment, people-to-people and cultural exchanges and other fields since the two nations established a comprehensive strategic partnership. The cooperative relations between the two countries have reached an unprecedented high level. Belarus is now speeding up efforts and taking effective measures to actively implement the development plan for the Belarus-China comprehensive strategic partnership from 2014 to 2018, and earnestly advance practical exchanges and cooperation with China in industry, transport, real estate, telecommunications and other fields, especially in carrying out cooperation in infrastructure, finance and investment in Belarus. The Belarusian side is ready to work with the Chinese side to devote to promoting bilateral trade and strengthening cooperation in science and technology, tourism, education and other areas. Belarus fully supports the initiatives of building the Silk Road Economic Belt and the 21st Century Maritime Silk Road put forward by China, and stands ready to become an important pillar backing the "Belt and Road" initiatives. The Belarusian side supports the enhancement of people-to-people and cultural exchanges and cooperation with China. He fully agrees with Xi Jinping's remarks to the youth greeting him upon his arrival at the airport that the youth are the future. Many young Belarusians are studying the Chinese language with enthusiasm, fostering the future of the friendly relations between the two countries.

Alexander Lukashenko emphasized that both Belarus and China are victorious nations of the World War II. Belarus highly values the immense contributions made by the Chinese people to the victory of the World Anti-Fascist War, and supports China in holding commemorative activities to mark the 70th anniversary of the victory of both the Chinese People's War of Resistance against Japanese Aggression as well as the World Anti-Fascist War.

The two sides also exchanged views on international and regional topics of common interest.

Following the talks, the two heads of state jointly signed the Treaty of Friendship and Cooperation between the People's Republic of China and the Republic of Belarus as well as the Joint Statement between the People's Republic of China and the Republic of Belarus on Further Developing and Deepening Comprehensive Strategic Partnership, and together witnessed the signing of documents on bilateral cooperation covering politics, culture, economy, technology, education, local government cooperation and other sectors.

The leaders of the two states also met the press together. Xi Jinping pointed out that the talks between President Alexander Lukashenko and him just now yielded fruitful results. Both sides defined the political will of firmly developing comprehensive strategic partnership as articles of law and clarified the key areas and direction for the two countries to deepen cooperation in the next period to come. The two sides agreed to take building the Silk Road Economic Belt as an opportunity to deepen all-round and practical cooperation between the two countries. Consensus on intensifying people-to-people and cultural exchanges was also reached between both sides. Both China and Belarus are major victorious nations of the World War II, and the two nations will, together with all peace-loving people in the world, firmly safeguard the fruits of the victory of the World War II, jointly promote the international order and international system towards a more just and equitable direction, and endeavor to realize the lofty ideal of ever-lasting peace for humankind.

Alexander Lukashenko expressed that President Xi Jinping's visit to Belarus is of great significance. Both sides signed the Treaty of Friendship and Cooperation between the Republic of Belarus and the People's Republic of China and agreed to further push forward cooperation in economy, trade, transport, investment, science and technology, education, people-to-people and cultural exchanges, local governments and all other sectors and to intensify communication and coordination in international and regional affairs. Belarus supports and will actively participate in the China-proposed initiative of building the Silk Road Economic Belt. Both Belarus and China made great sacrifices and immense contributions to the victory of the World War II. The two countries will jointly commemorate the 70th anniversary of the victory against fascism and militarism.

Prior to the talks, Alexander Lukashenko held a grand welcoming ceremony at the Independence Palace. Upon the arrival of the special car taking President Xi Jinping and his wife Mme. Peng Liyuan, Alexander Lukashenko personally went to the car to greet them. The two heads of state stepped on the reviewing stand, and the military band played the national anthems of China and Belarus. Accompanied by Alexander Lukashenko, Xi Jinping reviewed the guard of honor and watched the march-past.

On the evening, Xi Jinping, together with Alexander Lukashenko, planted a spruce tree in token of the friendship between the two peoples at the forest belt for distinguished guests in Independence Palace.
