Ministry of Foreign Affairs Holds Briefing for Chinese and Foreign Media on President Xi Jinping Chairing the 11th G20 Summit

On August 15, 2016, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Vice Foreign Minister Li Baodong, Vice Finance Minister Zhu Guangyao, Deputy Governor of the People's Bank of China Yi Gang and member of the Standing Committee of the Communist Party of China (CPC) Zhejiang Provincial Committee and Secretary of the CPC Hangzhou Committee Zhao Yide respectively introduced information regarding President Xi Jinping's upcoming attendance at and chairing of the 11th G20 Summit as well as his attendance at relevant activities, and answered questions from journalists.

Li Baodong expressed that the 11th G20 Summit will be held in Hangzhou of China from September 4 to 5. President Xi Jinping will chair over 10 activities including the welcome ceremony, opening ceremony, five sessions, and the closing ceremony of the summit. Leaders of G20 member states and guest countries as well as heads of relevant international organizations will attend the summit upon invitation. During the summit, President Xi Jinping will carry out discussion with all parties on the theme of "Towards an Innovative, Invigorated, Interconnected and Inclusive World Economy" and key agendas such as "enhancing policy coordination and breaking a new path for growth", "more effective and efficient global economic and financial governance", "robust international trade and investment", "inclusive and interconnected development" and "other critical issues affecting the global economy". They will also focus on the most prominent, important and urgent challenges confronting the world economy and chart the course for international cooperation. After the summit, President Xi Jinping will attend the press conference, introducing the summit outcomes and situation to Chinese and foreign journalists. Before the summit, President Xi Jinping will attend the opening ceremony of the B20 Summit and deliver a keynote speech, comprehensively and deeply expounding his views and propositions on the Chinese economy, the world economy and global economic governance. BRICS leaders will hold an informal meeting according to customary practice, and President Xi Jinping will attend the meeting and deliver an important speech. During the summit, President Xi Jinping will also hold bilateral meetings with leaders of relevant countries, exchanging views on summit agendas, bilateral relations and international and regional issues of common concern.

Li Baodong pointed out that the Hangzhou Summit is the most important home-field diplomacy of China this year, and it is also the international summit with the highest level, the largest scale and the most profound influence hosted by China in recent years, attracting global attention. By hosting the summit, we hope to achieve following goals with joint efforts of all sides: first, give play to the leading role of the G20 and demonstrate strategic foresight and ambition, so as to chart the course and explore impetus for the world economy. Second, enhance international economic cooperation and carry forward the partnership spirit of helping each other in times of trouble to jointly deal with risks and challenges as well as send the strong signal of unity, openness, inclusiveness and cooperation. Third, bring forth new ways for mechanism construction and forge cooperation platforms to provide a solid guarantee for the G20 to transform from a crisis response mechanism into a long-acting governance mechanism. Pooling wisdom and synergizing efforts, the Hangzhou Summit will open up a new vision and provide new impetus for world economic growth, international economic cooperation and global economic governance. As the presidency, we have devoted hard efforts and made event arrangement as well as meeting preparation with unique Chinese characteristics in order to ensure the success of the Hangzhou Summit. China is willing to continuously make joint efforts with all sides to host a successful and fruitful Hangzhou Summit.

Zhu Guangyao expressed that the G20 Hangzhou Summit is of great significance for the strong, sustainable and balanced growth of global economy. As the current world economy is complicated and changeable, the international community pays high attention to the summit, and expects the summit to play a greater role in promoting global economic growth, safeguarding international finance stability and dealing with risks and challenges. Since the beginning of this year, financial channels of the G20 have carried out cooperation and achieved positive progress in such areas as global economic situation, framework for strong, sustainable and balanced growth, investment and infrastructure, international financial architecture, financial sector reform, international taxation cooperation, green finance, climate finance and counter-terrorism financing by closely focusing on the summit theme. All parties have defined 9 major priority fields and 48 guiding principles of structural reform, formulated a set of index system for measuring the progress and results of the reform, and passed the Global Infrastructure Connectivity Alliance Initiative, G20 High-level Principles on Digital Financial Inclusion as well as other documents. The Hangzhou Summit will further concentrate on dealing with the prominent risks of the global economy and the international financial market, pay attention to joint actions that will boost global economic growth and stabilize the financial market, synergize the consensus of G20 members, and send out the positive signal of a united G20.

Yi Gang noted that since assuming the G20 presidency, China has strengthened studies on the marco-situation and policy coordination, put forth efforts on enhancing the top-level design for structural reform, led to draft the "Hangzhou Action Plan" and done a large amount of work to realize the goal of "strong, sustainable and balanced growth". China has reactivated the International Financial Architecture Working Group, and promoted to establish a more stable and resilient international financial architecture, yielding fruitful results. China has incorporated green finance into the G20 agenda for the first time and assembled a research group on green finance. The financial sector reform will still be an important topic of the Hangzhou Summit, and important outcomes on establishing an open and prudent financial system, setting up a macro-prudential policy framework and developing inclusive finance will be achieved. We will continue to closely cooperate with all countries, and jointly witness a successful Hangzhou Summit.

Zhao Yide said that Zhejiang province and Hangzhou city will go all out for the service work of the G20 Hangzhou Summit. We stick to pursuing the combination of quality and frugality. On the basis of existing stadiums, we will make necessary renovation and upgrade of relevant event venues to highlight unique features, environmental protection and other key elements. So far, stadiums and facilities have been all set. The main stadium of the summit will be the Hangzhou International Expo Center. We insist on combining refinement and harmony with grandeur and openness, and will spare no efforts in the service work of the meeting according to first-level international standard. Press centers will be set up in the main stadium. Integrating the city's organic renewal with historic culture protection and people's livelihood improvement, we will take advantage of the summit to continuously improve the city's environmental quality. It is believed that Hangzhou city in September will warmly welcome guests from all countries with a brand-new posture.
