Xi Jinping, President Barack Obama of US and UN Secretary-General Ban Ki-moon Jointly Attend Deposit of Instruments of Joining the Paris Agreement

On September 3, 2016, President Xi Jinping, President Barack Obama of the US and UN Secretary-General Ban Ki-moon jointly attended the Deposit of Instruments of Joining the Paris Agreement in Hangzhou.

The ceremony began at about 5:30 p.m. Xi Jinping and Barack Obama successively handed over their countries' instruments of joining the Paris Agreement to Ban Ki-moon. President Xi Jinping delivered a speech afterwards.

Xi Jinping pointed out that climate change concerns the welfare of the people and the future of the mankind. The Paris Agreement charts the course for post-2020 global cooperation in combating climate change, marking that a fair and reasonable global climate governance system of win-win cooperation is taking shape. China has made significant contributions to fighting against climate change. The G20 issued the first presidency statement on climate change under China's proposal, and China took the lead in signing the Paris Agreement. It is a new and solemn commitment of the Chinese government to submit the instrument to the UN.

Xi Jinping stressed that as the largest developing country and the largest developed country respectively, China and the US have carried out highly effective dialogues and cooperation in dealing with climate change. Both countries jointly depositing their legal instruments of joining the Paris Agreement shows their ambition and determination in jointly fighting against the global issues. Taking the implementation of the Paris Agreement as an opportunity, the international community should double its efforts to constantly enhance and improve global governance system, and find new ways to combat climate change so as to promote an early entry into force and comprehensive implementation of the Paris Agreement. We should adhere to the principles of common but differentiated responsibility, fairness and respective capability, and advance follow-up negotiations with a steady pace to efficiently respond to climate change in accordance with the authorization of the Climate Change Conference in Paris. Developed countries should fulfill their commitments and provide financial and technological support to strengthen the capability of developing countries in tackling climate change.

Xi Jinping emphasized that as a responsible major developing country and an active participant of global climate governance, China will implement the concepts of innovative, coordinated, green, open and shared development, comprehensively advance energy conservation, emission reduction and low-carbon development and embrace a new age of ecological civilization.

Barack Obama said in his speech that climate change is an increasingly severer challenge to mankind. Responding to climate change requires joint efforts of the international community. The US and China have played an important role in promoting international cooperation and reaching the Paris Agreement. Today is of historic significance as the US and China which are the two largest economies and largest emitters, ratified and accepted the Paris Agreement at the same time. The US is willing to maintain close cooperation with China and strive to build a safer and more prosperous world.

Ban Ki-moon said in his address that China and the US taking the lead in ratifying the Paris Agreement will greatly boost the agreement to take effect within this year. The UN speaks highly of the leadership role of China and the US in tackling climate change. The ambitious Paris Agreement will provide a new and stable framework for global sustainable development and protect our common homeland.

The Paris Agreement was adopted on December 12, 2015 at the Climate Change Conference in Paris. On April 22, 2016, both China and the US signed the Paris Agreement at the same time.
