Li Keqiang Holds Talks with Prime Minister Shinzo Abe of Japan

On the morning of December 25, 2019, Premier Li Keqiang held talks with Prime Minister Shinzo Abe of Japan at the Howard Johnson Conference Resort in Dujiangyan.

Li Keqiang expressed, China-Japan relations have shown good momentum of improvement and development in general recently, which is a hard-won situation. The Chinese side attaches importance to China-Japan relations. President Xi Jinping met with you in Beijing. The two sides should follow the principles set by the four political documents between China and Japan and the spirit of taking history as a mirror and looking into the future, focus on the present while proceeding from the long-term perspective, and properly handle sensitive issues, in a bid to promote the constant and new development of bilateral relations after it returned to the right track. Mr. Prime Minister accompanied me on the trip to Hokkaido during my visit to Japan last year. Today, I do the honors by holding talks with you in Dujiangyan, Chengdu. I hope that the Japanese side will meet the Chinese side halfway, and create favorable conditions and atmosphere for more high-level exchanges.

Li Keqiang pointed out, China and Japan are both major economies in the world and are each other's main trading partner. China is expanding the service sector's opening-up, which will bring greater opportunities for the two countries to expand mutually beneficial cooperation. In dealing with the issue of aging, China and Japan enjoy broad space for cooperation, and can undoubtedly realize mutual benefit and reciprocity. The two countries should deepen cooperation in modern service sector such as securities, life insurance and health care, and take bolder steps to advance bilateral cooperation in such aspects in pilot cities to cultivate new growth points for cooperation. Both sides need to enhance cooperation in other sectors such as investment, innovation and third-party market. The two countries also need to expand people-to-people and cultural exchanges to reinforce the public opinion foundation of bilateral relations.

Li Keqiang said, the 8th China-Japan-Republic of Korea (ROK) trilateral summit meeting was a complete success, during which we jointly looked into and planned the future development of cooperation among China, Japan and ROK, and sent out positive signals of maintaining multilateralism and free trade, and safeguarding regional peace and stability. China is willing to strengthen communication and coordination with all parties including the Japanese side, to promote the signing of the Regional Comprehensive Economic Partnership (RCEP) as scheduled next year, and speed up the China-Japan-ROK Free Trade Agreement (FTA) negotiations. It is not only conducive to promoting regional economic integration, but also beneficial to facilitating the reform of the World Trade Organization.

Shinzo Abe congratulated the Chinese side on successfully hosting the 8th China-Japan-ROK trilateral summit meeting. He said, the three countries have made fruitful achievements over the past 20 years, which has greatly improved the well-being of the people in the three countries and the region. Premier Li Keqiang's visit to Japan last year brought Japan-China relations back to the normal track of development. Japan and China shoulder important responsibilities to regional and world peace, stability, development and prosperity. The two sides should work for closer high-level exchanges, and enhance communication and dialogue to usher in a new era of bilateral relations. Seeing broad cooperation space for economic and trade cooperation between the two countries, the Japanese side is ready to enhance cooperation with the Chinese side in addressing aging population, finance, tourism, environmental protection, disaster reduction and health. Japan and China have made positive progress in bilateral cooperation in fields including scientific and technological innovation and the third-party market, and the Japanese side is willing to make joint efforts with the Chinese side to further promote cooperation in these areas. The Japanese side applauds the Chinese side's further opening-up of its service market, and stands ready to actively participate in this process. The Japanese side is willing to work with relevant countries to promote the signing of the high-level RCEP as soon as possible, and facilitate the negotiation progress of the China-Japan-ROK FTA.
