Xi Jinping and President Vladimir Putin of Russia Attend China-Russia Energy Business Forum

On June 7, 2019 local time, President Xi Jinping and President Vladimir Putin of Russia attended the China-Russia Energy Business Forum in St. Petersburg.

The two heads of state delivered speeches respectively after listening to the reports of the representatives of both sides.

Xi Jinping pointed out that China and Russia are each other's comprehensive strategic partners of coordination and the continuous deepening of cooperation in various fields has effectively promoted the common development and revitalization of China and Russia. Energy cooperation is the most important, most fruitful and most wide-ranging area of bilateral cooperation. The two sides have worked closely and played a positive role in safeguarding the fair, just, reasonable and orderly international energy order.

Xi Jinping made four proposals on consolidating and deepening the energy cooperation between China and Russia. First, business entities should lead the cooperation, stick to the business principles and extensively seek opportunities for cooperation. Enterprises of China and Russia should adhere to the principles of mutual benefit, win-win results and being commercially viable, strengthen negotiation and contact, and find the right direction, partners and cooperation projects. Financial insurance and energy cooperation should be enhanced for mutual support and mutual promotion. Second, new potentials should be tapped to upgrade the energy cooperation between China and Russia. Cooperation in energy technical standard should be strengthened for mutual recognition and synergy. The role of scientific and technological innovation in promoting and guiding energy cooperation should be strengthened. The integration of information technology with the energy sector, and cooperation in energy research and development should be deepened. Experience sharing, capacity building and think tank exchanges should be enhanced for mutual learning. Third, China and Russia should promote the convergence of interests, and deepen the comprehensive and integrated cooperation along the whole industrial chain. The two countries should focus on the present while looking into the future, and stick to complementary advantages, mutual benefit and win-win results to expand in-depth cooperation. Fourth, cooperation in global energy governance should be strengthened to promote the sustainable development of energy. China and Russia should work together to firmly safeguard multilateralism and actively conduct multilateral cooperation to play a constructive role in the global energy governance system and inject more positive energy into global energy development.

Xi Jinping stressed that China and Russia enjoy broad prospects and tremendous potentials in energy cooperation. I am willing to work with President Vladimir Putin to lead and promote the governments of China and Russia to create a better business environment and provide more comprehensive policy support for the expansion of cooperation between enterprises of the two countries. It is believed that under the strong guarantee of China-Russia comprehensive strategic partnership of coordination for a new era, the enterprises of the two countries will be able to unite in good faith and push forward the energy cooperation between the two countries to a new level so as to better benefit the two peoples.

Vladimir Putin said that the Russia-China Energy Business Forum was jointly initiated by him and President Xi Jinping last year, which provides an important platform for the two sides to discuss expanding cooperation in oil, gas, electric power and renewable energy. At present, energy cooperation has become an important part of Russia-China comprehensive strategic partnership of coordination, and the fastest growing area of bilateral cooperation, which is beneficial to both sides. Russia and China have made positive progress in cooperation in energy infrastructure construction, trade, and technology research and development, and important oil and gas pipelines and large-scale cooperation projects are making headway on schedule. Chinese enterprises are welcome to increase investment in Russia's energy market. The Russian government will improve relevant laws, regulations and policies to provide a favorable market environment for foreign enterprises to invest and operate in Russia.
