Xi Jinping Meets with Russian President Vladimir Putin

On Sept. 5, 2013, President Xi Jinping met with Russian President Vladimir Putin in St. Petersburg.

Xi Jinping said that he had a successful state visit to Russia in March this year. Since then, the two sides have actively implemented a series of important consensus that we reached, and have promoted actual results and positive progress of the bilateral cooperation in nearly 50 projects in 16 fields. The two heads of state attach great importance to the cooperation between the two countries, and hope that both sides accelerate cooperation in major strategic projects, such as energy, aviation and other fields, continue to deepen cooperation in military technology, and jointly cope with new threats and new challenges. We believe that cooperation between China and Russia will be bound to forge ahead effectively, on the basis of the existing solid foundations, and promote the development of China-Russia comprehensive strategic partnership to a higher level.

Vladimir Putin said that Russia-China relations have developed rapidly, the two heads of state keep regular meetings, both sides have close contacts at all levels, and bilateral cooperation in various fields continues to make positive progress. I am satisfied with it. Today we will sign a series of agreements. It is of great significance to the long-term and stable cooperation between the two countries in the future. Russia hopes to further promote the bilateral cooperation in economy and trade, energy, industry, high technology, military affairs, military technology and other fields, to do a good job in large project cooperation, to serve the development and prosperity of the two countries, and to maintain global security and stability, further consolidating the basis of bilateral comprehensive strategic partnership.

Xi Jinping extended sympathy to Vladimir Putin for the flood disaster of a once in a hundred year scale that hit the Russian Far East Area. Xi Jinping said that the disaster in the Basin of Heilongjiang River in China was also very serious. The Chinese and Russian governments worked closely with the neighboring areas, and joined hands in fighting against the flood and relieving the disaster, vividly embodying the deep family-like friendship between the people at the border areas on both sides. We hope that both sides will continue to work together to win the final victory in the struggle of fighting against the flood and relieving the disaster.

Vladimir Putin expressed sympathy(原为condolences) for the Chinese disaster, and said that Russia and China carried out close and friendly cooperation in the process of fighting against the flood and relieving the disaster, and hoped that relevant departments of both countries continue to strengthen cooperation in flood information exchange and other aspects.

Xi Jinping pointed out that at present, the international situation is undergoing profound and complex changes. China fully supports Russia to host the G20 Summit in St. Petersburg. China is willing to closely cooperate with Russia, strengthen macroeconomic policy coordination, promote international economic and financial system reform, oppose trade and investment protectionism, and maintain the development interests of emerging market countries.

Vladimir Putin thanked China for its support of the G20 Summit in St. Petersburg, and said that Russia is willing to strengthen cooperation with China, to help the summit make achievements in major issues, such as promoting the world’s economic growth, promoting the reform of the international financial system, and maintaining the rights and interests of emerging market countries. The BRICS countries should strengthen coordination and cooperation.

After the talks, the two heads of state jointly witnessed the signing of the cooperation documents on energy, aviation, local cooperation, and other areas. Relevant documents include the framework agreement between China National Petroleum Corporation (CNPC) and Gazprom on China-Russia natural gas cooperation via east pipeline, the equity cooperation agreement between CNPC and Novatek on liquefied natural gas, and cooperation agreement between Shanghai municipal government and the government of St. Petersburg.

Wang Huning, Wang Yang, Li Zhanshu, Yang Jiechi and other officials attended the meeting.
