On 12 September 2013, Director Zhang Xinfeng of the Executive Committee of the SCO Regional Counter-terrorism Structure gave a joint interview to People's Daily, Xinhua News Agency, CCTV, China Radio International and Phoenix Satellite TV at the Press Center of the Chinese delegation to the SCO Bishkek Summit and answered questions on security situation of the region, SCO law-enforcement and security cooperation and the Executive Committee of the SCO Regional Counter-terrorism Structure.

Zhang Xinfeng said that following the Bishkek Summit, the Executive Committee would conscientiously implement the consensus reached by heads of the SCO member states, continue to create new working mechanisms and build the Executive Committee into a platform for security information collection, law-enforcement coordination and the SCO's efforts to crack down on terrorism, separatism and extremism.

Launched in 2004 and based in Tashkent, capital of Uzbekistan, the Executive Committee of the SCO Regional Counter-terrorism Structure is one of the two standing organs of the SCO. Director of the Executive Committee, the organ's top official, is appointed by the Council of Heads of Member States of the SCO.
