China Customs to Strictly Enforce "Three Checks, Three Screenings and One Transfer" at the 12 Designated First Points of Entry

On 25 March, Deputy Director General of the Department of Health Quarantine of China's General Administration of Customs (GACC) Song Yueqian said that the GACC has made contingent deployment of professionals in the 12 designated first points of entry to strictly enforce "Three Checks, Three Screenings and One Transfer" on all incoming flights.

On 22 March, the Civil Aviation Administration of China, Ministry of Foreign Affairs, National Health Commission, GACC and National Immigration Administration issued a notice, stipulating that all international passenger flights bound for Beijing must be diverted to the 12 designated first points of entry including Tianjin, Shijiazhuang and Taiyuan. Song said that following this notice, the GACC has swiftly mobilized and dispatched professionals to the first points of entry to help front-line customs staff. The GACC directed local customs authorities to stay in close communication with the local inter-agency task forces and tailor arrangements to the local situation to ensure sound preparedness.

Song said that as of 00:00, 25 March, customs authorities in Tianjin, Hohhot, Shijiazhuang, Taiyuan, Shenyang, Shanghai, Dalian, Qingdao, Zhengzhou and Xi'an conducted "Three Checks, Three Screenings and One Transfer" on passengers from 38 flights. Epidemiological investigation is scaled up, and proper arrangements have been made for four categories of people (namely confirmed cases, suspected cases, people who show symptoms and close contacts) according to the requirements of the local inter-agency task forces.

"Three Checks" refers to checking the health declaration, body temperature and health conditions of all those exiting and entering the border. "Three Screenings" refers to conducting epidemiological, medical and laboratory screening of those showing symptoms, flying in from heavily-hit countries or territories, or having close contact with confirmed or suspected cases. "One Transfer" refers to the transfer of four categories of people found in the "Three Screenings" for isolation and medical observation as required by the State Council inter-agency task force.
