Xi Underlines Importance of Coordinating Outbreak Control and Socio-economic Development and Achieving 2020 Development Goals

On his recent inspection tour to Zhejiang Province, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China and Chairman of the Central Military Commission, underscored the need to fully act on CPC Central Committee decisions on coordinating outbreak control and economic and social development.

Xi urged continued adherence to the general principle of pursuing progress while ensuring stability and to the new development approach. He asked the local authorities to stick to the “double eight strategy” guiding Zhejiang’s development, work for real results, stay ahead of the curve, and keep a pioneering spirit. He called on the officials to take targeted measures in controlling the outbreak and restoring economic activities, strive for this year’s economic and social development goals, and make Zhejiang a showcase for the strengths of socialism with Chinese characteristics in the new era.

Xi noted the role of the extraordinary efforts made so far in turning the tide of the outbreak in China. Nevertheless, while the peak of the current outbreak is over in China, the global spread of the virus is getting worse, heightening the risk of imported cases. Every effort must be made to prevent both the importation of cases and a possible resurgence at home. The importance of seeing this task through cannot be overemphasized. Xi called for heightened alert and more rigorous measures, particularly for managing asymptomatic individuals. All containment measures must be enforced on the ground to the fullest extent possible, especially in workplaces and every other aspect of social activities, as life and work return to normal. Preventing imported cases must remain the top priority in China’s outbreak response for quite some time to come. More targeted and effective measures are needed to put up a strong defence and leave nothing to chance as we confront the risk of imported infections.

Xi pointed out that in every challenge lies an opportunity and that a challenge solved would be an opportunity gained. The fast spreading virus is disrupting cross-border economic and trade activities and posing new challenges to the Chinese economy. But it can be a fresh opportunity for speeding up technological advancement and industrial upgrading in China. It is important to make an in-depth analysis and full assessment of the situation to identify, respond to and harness the change. It is important to be good at spotting and creating opportunities amid the ongoing crisis and difficulties. Efforts must be made to resume work and production at a faster pace and in more sectors, provided that necessary control measures are fully in place. More needs to be done to remove the remaining obstacles in getting production back up and unclog the entire industrial chain.
