General Secretary Xi Jinping Participated in Hubei Deliberations and Called for:

Comprehensive Planning and Systematic Upgrading for Overall Capacity Improvement, and Building a Strong Public Health Protection Network

On the afternoon of 24 May, Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, participated in deliberations with his fellow deputies from the delegation of Hubei Province to the Third Session of the 13th National People's Congress.

Xi stressed that forestalling and tackling major infectious diseases and public health emergencies bears on national security and development as well as overall social and political stability. It is imperative to adopt a comprehensive approach in reforming and upgrading the disease prevention and control system, and to improve the overall capacity for disease monitoring, alert and emergency response. Xi pointed out the need to build up the treatment system for major diseases, update laws and regulations on public health emergency response, and carry out extensive public health campaigns. Public health institutions and mechanisms should be improved to ensure a clear division of responsibility.

Noting the continued spread of the virus overseas, the cluster cases in some domestic localities, the sporadic cases reported occasionally in Hubei and the daily increase of asymptomatic cases, Xi underscored the importance of constant alert against the virus. The wind can cut through even a small needle hole, Xi said. He stressed the need to maintain COVID-19 control measures to prevent case importation and domestic resurgence on an on-going basis. In no circumstances should the hard-won gains in COVID-19 response be lost.

Xi noted that as the province hardest hit and going through the longest COVID-19 quarantine, Hubei faces considerable difficulties in revitalizing its economy. That said, the long-term fundamentals that underpin its sound economic performance remain unchanged; the composite strengths the province has built up over the years remain unchanged; and Hubei's important place in national and sub-national development remains unchanged. The CPC Central Committee has decided on a policy package to support economic and social development in Hubei. Our comrades in Hubei must continue to control COVID-19 while advancing economic and social development. Following the overall guideline of pursuing progress while ensuring stability, the province should make active efforts to get things done by bringing out the enthusiasm, initiative and ingenuity of local officials and people. With robust efforts, Hubei will play its part in the nationwide endeavor to build a moderately prosperous society in all respects and eradicate poverty, and will usher in a new chapter of high-quality development of the province.
