Vice Premier Sun Chunlan Inspects COVID-19 Response in Liaoning

To implement General Secretary Xi Jinping's important instructions and Premier Li Keqiang's directives, Sun Chunlan, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council visited Dalian, Liaoning from 27-28 July to inspect COVID-19 control efforts. The Vice Premier stressed that the decisions of the CPC Central Committee and the State Council must be followed through. Local authorities must earnestly enforce all routine containment measures down to the last detail, with particular focus on case importation, domestic resurgence and the spread of the virus from their jurisdictions to contain local outbreak and consolidate the gains in COVID-19 response.

Fully recognizing the control measures taken so far in Dalian and the larger Liaoning Province, Sun asked that resolute measures be taken to:

Ø Guard against resurgence: testing institutions including third-party ones will be mobilized for rapid screening of the entire city; those infected will be immediately quarantined in designated facilities and treated with utmost efforts; residential compounds and other key places will be put under strict management.

Ø Forestall case importation: tests will be carried out on both people and goods at points of entry, with all international arrivals put under closed-loop management; inspection and quarantine on imports will be strengthened to prevent the virus from entering the border.

Prevent COVID-19 from spreading to other localities: all those leaving Dalian must undergo nucleic acid tests, stay informed, and comply with tracking measures.

Sun convened a meeting on epidemiological investigation and source-tracing. She emphasized that tracing is vital for science-based and targeted epidemic control, and that thorough and exhaustive investigation should be conducted guided by law to ensure no lead is left unchecked.

Sun called for a high-caliber task force consisting of public health experts and IT professionals for in-depth epidemiological investigation. The task force will combine traditional epidemiology with modern information technology, on-the-spot epidemiological investigation with clinical diagnosis and treatment, and epidemiological study with inter-laboratory comparison, covering both people and goods from inside and outside of the country. The goal is to identify the transmission routes of the virus and seek breakthroughs on source-tracing.

Given the recent sporadic infections and clusters in some localities, epidemic control remains a daunting task and there is no room for complacency.

Sun emphasized that the mechanism on routine containment must be strengthened. High-caliber teams will be formed for epidemiological investigation and source-tracing, medical treatment and application of traditional Chinese medicine, who will be working on a long-term basis. A NAT catalog management system will be put in place. This will create the region-wide mobile response capability.

When new infections are detected, all localities and departments must promptly go into wartime mode with strengthened, unified command and control. They must ensure early detection, reporting, quarantine and treatment, and strictly enforce accountability of local authorities, departments, employers and individuals, in order to swiftly contain the virus and minimize its impact on the economy and society.
