On 2 September, the Beijing Leading Group on Epidemic Control of COVID-19 held its 83rd meeting and the 40th meeting of the inter-agency mechanism for strict entry management.

The meeting pointed out the continued spread of COVID-19 outside China and rapid resurgence of cases in many countries. It is essential that we are aware of potential dangers and remain highly vigilant, so as to stem imported infections and domestic resurgence. Local authorities, line departments, employers and individuals should step up to their responsibilities, and early detection, reporting, quarantine and treatment must be ensured. We should make scientific, accurate, and effective preparations for epidemic prevention and control in autumn and winter, continue to ensure full implementation of normalized containment measures, and coordinate our efforts both in containing COVID-19 and in promoting social and economic development.

The meeting underlined the importance of resuming direct international flights to Beijing in an orderly manner. Strict prevention measures and closed-loop management should be implemented and circuit breaker measures be followed through to prevent imported cases. The number of international arrivals in Beijing should be kept within a reasonable range and the load factor of direct international flights to Beijing should be strictly controlled. Checks at points of entry need to be strengthened and quarantine and inspection of inbound personnel and goods be strictly enforced. The command centers at airports, the community-level prevention group and relevant departments must work together to ensure smooth operation, and take concrete and detailed actions to ensure the transfer, treatment, transport, and quarantine of travelers to form a closed loop. Epidemic control for foreign airline crews must be ensured.
