Vice Foreign Minister Luo Zhaohui Holds a Video Conference with Deputy Foreign Minister Kim Gunn of the Republic of Korea (ROK)

On November 9, 2020, Vice Foreign Minister Luo Zhaohui held a video conference with Deputy Foreign Minister Kim Gunn of the Republic of Korea (ROK). Both sides exchanged views on the preparations for the East Asian leaders' meetings on cooperation.

Luo Zhaohui said that China and the ROK are important close neighbors and cooperative partners. Facing the COVID-19 pandemic, the two countries have effectively carried out joint prevention and control, and taken the lead in opening a "fast lane" for necessary personnel exchanges, setting an example for international cooperation. In April this year, China and the ROK, in close cooperation with relevant countries in the region, successfully held the Special ASEAN plus Three (APT) Summit on COVID-19, making positive contribution to the regional fight against COVID-19 and the economic recovery. China appreciates the ROK's contribution to East Asia cooperation as the chairman of China-Japan-ROK cooperation as well as the coordination chairman of APT. China is ready to work closely with the ROK to make the East Asian leaders' meetings on cooperation to be held this week a success and push regional cooperation to a new level.

Luo Zhaohui said at present, the second round of COVID-19 pandemic has come back strongly, the world economy is in a serious recession, international and regional cooperation is encountering a counter-current of unilateral bullying, and the U.S. "Indo-Pacific Strategy" and the quadrilateral mechanism involving the United States, Japan, India and Australia have brought disturbance to the regional situation. In this context, this year's conference should uphold unity, enhance confidence, focus on development and properly handle differences. The first priority is to deepen cooperation against COVID-19. Countries in the region should further strengthen joint prevention and control measures, actively carry out vaccine cooperation, and unite in addressing transnational non-traditional security challenges such as public health. The second priority is to focus on economic recovery. Under the premise of pandemic prevention and control, countries should speed up the resumption of production, maintain the stability and smooth flow of industrial chain and supply chain, and help the regional economy get back on track as soon as possible. The third priority is to uphold multilateralism. We should oppose unilateralism, zero-sum game and anti-globalization, actively synergize the Belt and Road initiative with the development strategies of regional countries such as the ROK's New Southern Policy, strive to sign the Regional Comprehensive Economic Partnership agreement as scheduled, and advance the process of East Asian economic integration. The fourth priority is to properly handle differences. Instead of hyping up issues such as the South China Sea issue, all parties should focus on development and cooperation and have in-depth discussions on the future direction of various mechanisms. Properly handling differences is conducive to the development of regional cooperation in the right direction. Luo Zhaohui also expressed his views on relevant outcome documents of the meetings.

Kim Gunn spoke highly of China's contribution to promoting bilateral relations and East Asia cooperation, saying that the two countries had conducted sound cooperation in fighting the pandemic and resuming production, and had accumulated useful experience, which is conducive to dealing with the current common challenges in the region. The ROK is ready to work closely with China and relevant countries to deepen regional cooperation in the field of public health, maintain the stability of the supply chain and industrial chain, properly handle sensitive issues and jointly host the East Asian leaders' meetings on cooperation.
