Xi Jinping and President Emomali Rahmon of Tajikistan Jointly Attend the Groundbreaking Ceremony of China-Tajikistan Electricity and China-Central Asia Natural Gas Pipeline Cooperative Projects Stressing to Carry Forward the Spirit of the Silk Road, Construct the Monument of Friendship and Build the Bond of Cooperation

On September 13, 2014, President Xi Jinping and President Emomali Rahmon of Tajikistan jointly attended the ceremony for the first-stage completion and the second-stage groundbreaking of the Dushanbe No. 2 thermal power plant and the groundbreaking ceremony of the D-line of China-Central Asia Natural Gas Pipeline in Tajikistan. Both are key cooperation projects between China and Tajikistan.

In the Dushanbe No.2 thermal power plant, flags fluttered and a giant banner hung on the plant with words written in both Chinese and Tajik, reading "Long lives the friendship between the Chinese and Tajik peoples." Thousands of builders from both countries applauded the arrival of the two heads of state.

Xi Jinping delivered a speech at the ceremony, pointing out that Dushanbe No.2 thermal power plant is a landmark project in China-Tajikistan practical cooperation and a symbol of friendship between the two peoples. Under the joint efforts of both sides, the first-stage project has completed grid-connection and started power generation, making outstanding contributions to the improvement of the public electricity supply in Dushanbe. I hope that builders of both countries build on the progress, make persistent efforts and continue to accomplish the second-stage project well so as to bring more warmth and light to the local people.

Emomali Rahmon said in his speech that power shortage is a major problem constraining economic and social development of Tajikistan. The Dushanbe No.2 thermal power plant has increased the capacity of energy self-sufficiency of the Tajik side. It is a model of high-level cooperation between Tajikistan and China. It proves again that China is a sincere and reliable strategic partner of Tajikistan.

Xi Jinping and Emomali Rahmon jointly pressed the start button, marking that the first-stage project has been victoriously completed. Subsequently, in accordance with the local custom, the two heads of state signed on the memorial page for the groundbreaking of the second-stage project. The memorial page was put together into a golden metal tube, sealed into the concrete barrier and poured by cement. The second-stage project will last for two years and will supply the entire urban area of Dushanbe after completion.

After leaving the thermal power plant, Xi Jinping and Emomali Rahmon together went by car to the site of the groundbreaking ceremony of the D-line of China-Central Asia Natural Gas Pipeline in Tajikistan.

The D-line pipeline is a key energy cooperation project between China and the Central Asian countries. The gas source is located in Turkmenistan and enters the territory of China via Uzbekistan, Tajikistan, and Kyrgyzstan. It is expected to be finished in 2016 and to deliver natural gas with a designed annual output capacity of 30 billion cubic meters. The pipeline, whose overall length is 1,000 kilometers, is built cooperatively by China National Petroleum Corporation and countries along the pipeline. About 410 kilometers of the pipeline is in the territory of Tajikistan, which is the longest among all the countries along the pipeline.

The motorcade travelled along the winding mountain road. Thousands of Tajik people gathered along the hillside to welcome the Chinese distinguished guests, the national flags of China and Tajikistan fluttered in the wind aloft. Xi Jinping frequently waved to the crowd.

The two heads of state respectively delivered a speech in the groundbreaking ceremony. In the speech of Xi Jinping, he paid lofty tribute to the builders of both countries. Xi Jinping stressed that China-Central Asia Natural Gas Pipeline is a strategic cooperation project which is participated by multiple sides. It is mutually beneficial and of great significance to the promotion of economic development in the region. The D-line of China-Central Asia Natural Gas Pipeline in Tajikistan passes through towering steep Pamir Mountains. With long distance and great difficulty, it is the emphasis and difficulty of the pipeline construction. I believe as long as both sides make concerted effort and cooperate closely this energy aorta symbolizing friendship between China and Tajikistan can be completed as scheduled.

Xi Jinping pointed out that this piece of land under our feet is the place where the ancient Silk Road passes. Since the new century, with China's comprehensive and in-depth development of the friendly and cooperative relations with Central Asian countries, the ancient Silk Road is full of new vitality. We must continue to promote "the spirit of Silk Road", inherit friendship, deepen cooperation and jointly create a better tomorrow for the relations between China and Tajikistan.

Emomali Rahmon said in his speech that the D-line of China-Central Asia Natural Gas Pipeline is a mutually-beneficial and win-win cooperation project and will create more than 3,000 jobs for the Tajik side. Tajikistan is willing to join hands with China to jointly promote regional peace, stability and prosperity.

The two heads of state came before the foundation stone, jointly opened a red silk cloth and officially launched the construction of the D-line of China-Central Asia Natural Gas Pipeline in Tajikistan. Applause rang out, whistles blew, balloons flew in the air and the crowd cheered enthusiastically on the hillside.

Towering peaks of the Pamir witness the long-lasting friendship between China and Tajikistan and look forward to the early completion of a new bond of friendship and cooperation on the ancient Silk Road.
