Remarks by Ambassador Yu Hong at the Opening Ceremony of Huawei Brunei’s “Seeds for the Future”Program

The Opening Ceremony of Huawei’s “Seeds for the Future”Program was held online on December 4,H.E. Ambassador Yu Hong attended and delivered a remarks. The full text is as follows:

Ladies and Gentlemen,

Good morning to everyone. 

It's a pleasure for me to have the opportunity once again to attend the Opening Ceremony of Huawei “Seeds for the Future” Program. Despite the globally raging of COVID-19, the Program held as scheduled, indicating Huawei Brunei’s determination to promote Brunei’s talent localization strategy. The presence of Hon. Minister of Education Dato Hamzah Sulaiman, Hon. Deputy Minister Datin Dr. Hjh Romaizah and all the other distinguished guests is a demonstration of strong support to the program. On behalf of the Chinese Embassy in Brunei, I extend my warmest congratulations to the opening of this event. 

Emerging digital technologies are developing rapidly, and the digital economy has become the most innovative, most rapidly growing and most widely influential industrial sector in economic development. This year marks the 100th anniversary of the Communist Party of China. With the leadership of CPC , China has made historic achievements in economic and social development. China's digital economy leads the world in terms of industry scale, technology level, etc. which has become a major force in driving the development of the world's digital economy. As for the core industries of the digital economy, China is the largest country in terms of the scale of value added in the computer communication and other electronic equipment manufacturing industry as well as the scale of export of ICT products. China's innovation capability in digital economy is rapidly increasing, with the number of 5G core patents ranking first in the world, and more than 1 million 5G base stations have been built in China, amounting to more than 70% of the 5G base stations in the world. It is the world's largest and most advanced 5G independent network, and the commercialization and large-scale application of 5G mobile communication technology is leading the world. Relying on the rapid development of consumer internet and massive data, Chinese internet companies have derived and developed advanced digital technologies such as big data, cloud computing and artificial intelligence, and the number of dissertations and patents in the field of AI is among the highest in the world. Image recognition, voice recognition and other AI technologies are at the world forefront. 

China has taken the initiative to participate in the construction and improvement of international digital economy rules through  bilateral and multilateral trading systems. China put forward the Global Initiative on Data Security last year, and is fully committed to foster an open, fair, just and non-discriminatory environment for digital development. In October, H.E. President Xi Jinping proposed at the G20 Leaders Summit that the world should quicken the development of new types of digital infrastructure, promote deeper integration of digital technologies with the real economy, and help developing countries eliminate the digital divide. 

Digital economy cooperation has always been a key area of ASEAN-China collaboration. In 2020, we successfully held a series of activities for the ASEAN-China Year of Digital Economy Cooperation. Earlier this year, the first ASEAN Digital Ministerial Meeting was held. The ASEAN-China Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations was successfully held recently, and a comprehensive strategic partnership was established between China and ASEAN. H.E. President Xi Jinping announced that China would launch the ASEAN-China  Science, Technology and Innovation Enhancing Program, and would provide 1,000 items of advanced and applicable technology to ASEAN countries and support a program for 300 young scientists from ASEAN countries to come to China for exchanges in the next five years.  China also initiated a dialogue on digital governance and deepened the application of digital technology innovation. The cooperation between China and ASEAN in the digital field will enter a new phase. 

This year marks the 30th anniversary of the establishment of diplomatic relations between China and Brunei. Our two countries have been developing cooperation in various fields, and digital economy cooperation has also achieved positive results. Huawei Brunei contributed to Brunei’s 3G and 4G internet construction, and explored the cooperation in 5G actively. EVYD Technology contributed to Brunei government’s efforts to set up an AI data-based Pandamic Reponse Platform and BruHealth APP which functioned outstandingly in Brunei’s fight against COVID-19. The Wecare e-commerce platform, developed by the Chinese company in Brunei, has been providing a safe and convenient shopping channel for the people. The digital economy has become a new highlight of China-Brunei cooperation. 

During the past 30 years since the establishment of diplomatic relations, cooperation in education between China and Brunei has developed consistently. The Chinese government has provided scholarships and training programs to Bruneian students and incumbents through various channels, and Chinese enterprises in Brunei have taken the initiative to cooperate with relevant universities both in China and Brunei to cultivate talents needed for Brunei's industrial development through multiple channels. Huawei Brunei’s “Seeds for the Future” Program has successfully held for six years, benefiting more than 70 students. Guangxi University of China, UTB Darussalam co-hosted the Forum of the Review and Prospect of China-Brunei Strategic Cooperative Partnership Building early last month and participating experts  discussed on interactive development of education and industry. I take this opportunity to thank the Ministry of Education for cooperating with the Chinese Embassy to organize the themed drawing competitions for elementary school students for three consecutive years, which contributing to the promotion of  friendship between the two countries among youngsters and I hope this program will continue. 

I hope the students take full advantage of the program provided by Huawei. I believe that you will not only become the seeds for the future technology progress, but also the seeds for the friendly relations and cooperation between China and Brunei.
