On August 28, the San Francisco Examiner published an article by Acting Consul General PAN Qingjiang entitled "Global Security Initiative for All, All for World Peace and Stability" . The full text is as follows:

On April 21, Chinese President Xi Jinping proposed the Global Security Initiative at the Opening Ceremony of the Boao Forum for Asia Annual Conference 2022. This is another global public good in the area of global security offered by China following the Global Development Initiative.

The Global Security Initiative champions the commitment in six aspects for maintenance of world peace and stability, which clarifies the core concept, fundamental and important principles, long-term goals and feasible ideas, i.e. first, stay committed to the vision of common, comprehensive, cooperative and sustainable security, and work together to maintain world peace and security; second, stay committed to respecting the sovereignty and territorial integrity of all countries, uphold non-interference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries; third, stay committed to abiding by the purposes and principles of the UN Charter, reject the Cold War mentality, oppose unilateralism, and say no to group politics and bloc confrontation; fourth, stay committed to taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced, effective and sustainable security architecture, and oppose the pursuit of one’s own security at the cost of others’ security; fifth, stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction; sixth, stay committed to maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity and biosecurity. 

The Global Security Initiative proposed by President Xi Jinping is not only the fruit of long-term thinking, but also the answer to current needs. Moreover, it is aimed at promoting the common security of the world and building a security community that is highly relevant to every country and everyone. This major initiative clearly answers the question of our times of “what kind of security concept our world needs and how to achieve common security for all countries” and contributes China’s wisdom to make up the deficit for human peace and provides China’s solution to the international security challenges.

While we have yet to walk from the shadow of the pandemic, the smoke of the Ukraine crisis is rising, and various traditional and non-traditional security threats keep emerging. The theme of peace and development of our era are facing severe challenges. The Cold-War mentality is lingering, the threats posed by unilateralism, hegemony and power politics are on the rise, which have seriously undermined international security order, aggravated global security governance deficit, and directly affected the future development and well-being of mankind.

China does not want to see the situation in Ukraine to come to this. China stands for peace and opposes war. This is embedded in China's history and culture. Upholding the spirit and principles of the Global Security Initiative, China has maintained communication and coordination with the international community, including the United States, and actively facilitate dialogue for peace. At the same time, China has put forward proposals on humanitarian assistance to Ukraine, and is ready to provide further humanitarian assistance to Ukraine and other affected countries. It is imperative that the parties involved demonstrate political will and find a proper settlement in view of both immediate and long-term needs. Other parties can and should create conditions to that end, rather than pouring oil on the fire. The pressing priority is to keep the dialogue and negotiation going, avoid civilian casualties, prevent a humanitarian crisis, and cease hostilities as soon as possible. War and sanctions will not solve the problem. On the contrary, the relevant sanctions will further hurt the already struggling world economy and are in no one’s interest. An enduring solution would be for major countries to respect each other, reject the Cold War mentality, refrain from bloc confrontation, and build step by step a balanced, effective and sustainable security architecture for the region and the world. China has been doing its best for peace and will continue to play a constructive role.

What’s troubling is that disinformation against China has reared its head since the Ukraine crisis. Some people in the U.S. have repeatedly concocted rumors against China, trying to use the Ukraine crisis to once again demonize China and even wield the stick of sanctions against China. Some are fabricating false information that China has acquiesced in and connived at Russia’s military operation in Ukraine and that Russia has requested military equipment from China. Some are clamoring about a ““Beijing-Moscow Axis”in a dangerous misinterpretation of China-Russia relations, asking China to bear responsibility for the crisis. Some are linking Taiwan to Ukraine and playing up the risks of a conflict across the Taiwan Strait. Still others, for all the lessons that should be learned, are fanning up misunderstanding, confrontation, and insecurity in Asia-Pacific, without a modicum of care if this region might follow in the footsteps of Europe. These words and actions are not helpful in resolving the crisis or ensuring the stability of China-U.S. relations. Dragging everyone down does no good to our future generations.

As the top two largest economies in the world and permanent members of the UN Security Council, China and the United States share common interests and shoulder important responsibilities in maintaining world peace and security. In fact, the Ukraine crisis should not become a crisis between China and the United States. At the same time, China and the United States should take a long-term view and have pragmatic and constructive dialogue, coordination, and cooperation for what comes our way outside and after the crisis. In this way, we can bring about an arrangement for lasting peace and stability in Europe acceptable to all parties; properly resolve other global hotspots; prevent and address the crisis’ impact on the global economy and trade, finance, energy, food, and industrial and supply chains; and minimize the losses for the economy and people’s livelihood.

Right now, changes of the world, of our times and of history are unfolding in ways like never before. These changes are posing challenges that must be taken seriously by humanity. A review of human history teaches us that the more difficult things get, the greater the need grows to stay confident. For us to break through the mist and embrace a bright future, the biggest strength comes from cooperation and the most effective way is through solidarity. Humanity is a community with a shared future where all people rise and fall together, and that all countries need to follow the trend of the times featuring peace, development and win-win cooperation, move in the direction of building a community with a shared future for mankind, and rise to challenges and build a bright future through cooperation. 

China has always adhered to the concept of peaceful development and firmly acted as a builder of world peace. China has always insisted on fulfilling its international responsibilities and firmly acted as a defender of the international order. China has always adhered to the approach of dialogue and consultation and firmly acted as a mediator on hotspot issues. China is willing to work with all countries in the world, including the United States, to jointly participate in and promote the global security initiative to make the world more peaceful, secure and prosperous. To this end, we need to resolutely uphold the authority and status of the United Nations and jointly practice true multilateralism; we need to consistently facilitate dialogue for peace and jointly seek political resolution on hotspot issues; we need to coordinate our efforts to deal with threats in both traditional and non-traditional security areas and jointly improve global security governance system; we need to give consideration to both development and security and jointly promote the strong recovery of world economy.

China is willing to continue working together with the United States on all levels and in all fields to implement the common understanding reached by the Presidents of our two countries in an earnest manner. We hope the two countries will respect each other, live in peace and cooperate for mutual benefits. Together, let us increase dialogues, manage differences and focus on cooperation, so as to overcome the difficulties and put China-U.S. relations back on the right path of healthy and stable development as soon as possible for the benefit of peoples in our two countries and around the world.
