Ambassador Ma Xinmin Publishes Article Titled Deliver on Global Security Initiative for World Peace and Stability on Brown Land

On May 10, Chinese Ambassador to Sudan Ma Xinmin publishes an signature article titled Deliver on Global Security Initiative for World Peace and Stability for the China Focus Column on Brown Land. The full text is as follows:

The global COVID-19 pandemic has yet to end, but the Ukraine crisis is posing a new threat. Due to traditional and non-traditional security threats, global peace and development, the trend of the times, is now at stake. At a critical juncture where the future of the human race hinges on the choice we make, Chinese President Xi Jinping proposed at the recent opening ceremony of the Boao Forum for Asia Annual Conference 2022 a Global Security Initiative, another proposition following his Global Development Initiative (GDI) put forward in September last year.

The two major initiatives serve the same purpose and complement and reinforce each other. China believes that development holds the master key to all problems. The GDI is seen as a golden therapy provided by China for dealing with challenges emerging across the globe. Meanwhile, China stresses that security is the precondition for development and humanity are living in an indivisible security community. The Global Security Initiative is the latest international public good proposed by China to handle international security challenges and promote sustained and stable development worldwide. It has the following distinctive features.

Six commitments are what the initiative is all about. Specifically, it is important that we stay committed to the vision of common, comprehensive, cooperative and sustainable security, and work together to maintain world peace and security; stay committed to respecting the sovereignty and territorial integrity of all countries, uphold non-interference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries; stay committed to abiding by the purposes and principles of the UN Charter, reject the Cold War mentality, oppose unilateralism, and say no to group politics and bloc confrontation; stay committed to taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced, effective and sustainable security architecture, and oppose the pursuit of one’s own security at the cost of others’ security; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction; stay committed to maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity and biosecurity. These commitments, interrelated and aligned, stand out as a top design from a macro perspective and also possible solutions from a micro perspective. It will provide a key approach to resolving human security issues and an enduring solution for ensuring world peace.

Three-point maintenance is the ultimate goal of the initiative. In response to changes of our world and challenges of our times, the initiative is underpinned by the vision of common, comprehensive, cooperative and sustainable security and aimed at building a balanced, effective and sustainable security architecture. It serves the pressing needs of the international community to maintain world peace. In addition, based on true multilateralism, the initiative calls on countries around the world to abide by the purposes and principles of the UN Charter and reject the outdated zero-sum games and bloc confrontation. It advocates a win-win approach to intertwined security challenges and supports united efforts to accommodate ourselves to the profoundly changing international landscape. It reflects the universal quest of countries for maintaining international unity. What’s more, the initiative stresses the importance to follow the trend of the times featuring peace, development and win-win cooperation and to oppose the wanton use of unilateral sanctions and long-arm jurisdiction which could disrupt the global recovery process and the development of countries in the post COVID-19 era. It conforms with the common aspiration of people across the world to maintain development gains.

As the Chinese saying goes, “The Universal Way leads to the greater good of all.” China will always be a builder of world peace, a defender of the international order, and a mediator in hotspot issues. China not only has put forward the Global Security Initiative, but will also take action to deliver on this major initiative. China is ready to join hands with Sudan and other countries and peoples worldwide that pursue peace and development to carry out the Global Security Initiative. Together we will promote peace and stability in the world and create a brighter future for humanity.
