​Chinese Ambassador to Seychelles H.E. Mrs. Guo Wei: Global Development Initiative and Global Security Initiative——China’s latest solutions to world peace, security and development

On 2 and 5 August, 2022, the Nation and the Independent, two newspapers in Seychelles, published a signed article by Chinese Ambassador to Seychelles H.E. Mrs. Guo Wei entitled Global Development Initiative and Global Security Initiative——China’s latest solutions to world peace, security and development. The full text is as follows: 

Our world today is living through accelerating changes unseen in a century. The COVID-19 pandemic is eroding decades of gains in global development, the implementation of the UN 2030 Agenda for Sustainable Development is encountering difficulties, the North-South gap keeps widening, crises are emerging in food and energy security, and emerging markets and developing countries bear the brunt. People worldwide are more keen about pursuing a peaceful and stable environment that helps countries focus on economy growth, job creation, improvement of livelihood, and addressing global challenges of all kinds together.

In this context, President Xi Jinping put forward the Global Development Initiative (GDI) in September 2021 and Global Security Initiative (GSI) in April 2022, providing China’s wisdom and solutions to these two pressing global issues.

I GDI is aimed at addressing development challenges, especially for developing countries.

President Xi Jinping said, development is a timeless theme for humanity. The GDI was put forward by him to re-energize and accelerate the implementation of the UN 2030 Agenda for Sustainable Development and build a global community of development.

China will take pragmatic steps to give continued support to the achievement of Sustainable Development Goals. China will allocate more resources for global development cooperation, upgrading the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund and increase input to the UN Peace and Development Trust Fund. China will set up a platform for experience and knowledge sharing on international development, for the purpose of exchanging governance experience and promoting mutual learning.

The GDI puts forward the vision and proposal for cooperation in eight key areas, including poverty alleviation, food security, COVID-19 response and vaccines, climate change and green development, etc. which will address unbalanced and inadequate development among and within countries.

China is committed to promote cooperation with Africa under the GDI framework. Actually, over the past five decades, China has always been in close cooperation in development with African countries and has achieved pragmatic outcomes. According to preliminary statistics, between 2000 and 2020, China helped African countries build more than 13,000 kilometers of roads and railway and more than 80 large-scale power facilities, funded more than 130 medical facilities, 45 sports venues and more than 170 schools, and trained more than 160,000 professionals across various fields. China made active contribution to global public health security. By the end of 2021, it has provided more than 2 billion doses of COVID vaccines to over 120 countries and international organizations, including many African countries. All these have effectively advanced Africa's economic and social development and the improvement of livelihoods.

China is devoted to deepening cooperation with Africa on poverty reduction and agricultural development, which is the priority area for the implementation of the follow-up actions to the Eighth Ministerial Conference of Forum on China-Africa Cooperation held last year. China will undertake 10 poverty reduction and agricultural projects for Africa, and send 500 agricultural experts to countries in need. China will set up a number of China-Africa joint centers for modern agrotechnology exchange, demonstration and training, encourage Chinese institutions and companies to build demonstration villages on agricultural development and poverty reduction, and support the Alliance of Chinese Companies in Africa for Corporate Social Responsibilities in launching the initiative of “100 Companies in 1,000 Villages”. To help tackle global food crisis, China proposed a cooperation initiative on global food security on 8 July, 2022, urging G20 to shoulder its responsibility and establish a partnership on commodity cooperation, which will also benefit a lot of African countries.

China attaches great importance to helping African countries in dealing with the impact of climate change and increasing their adaptation capabilities. Last year China has pledged to undertake 10 green development, environmental protection and climate action projects for Africa, support the development of the “Great Green Wall”, and build centers of excellence in Africa on low-carbon development and climate change adaptation.

II GSI demonstrated China’s commitment and efforts to safeguarding world peace and security.

The GSI gives clear answers to questions of our times such as what security concept the world needs and how countries can achieve common security, which opens an important new way for global security governance.

The GSI is underpinned by “six commitments”, namely, staying committed to the vision of common, comprehensive, cooperative and sustainable security; staying committed to respecting the sovereignty and territorial integrity of all countries; staying committed to abiding by the purposes and principles of the UN Charter; staying committed to taking seriously the legitimate security concerns of all countries; staying committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and staying committed to maintaining security in both traditional and non-traditional domains.

China pledges to undertake 10 peace and security projects for Africa, continue to deliver military assistance to the AU, support African countries’ efforts to independently maintain regional security and fight terrorism, and conduct joint exercises and on-site training between Chinese and African peacekeeping troops. We will continue cooperation on small arms and light weapons control with Africa.

Just as President Xi Jinping noted in his congratulatory letter to the Second China-Africa Peace and Security Forum on 25 July, China has always worked to develop relations with Africa, with a commitment to upholding the greater good in the pursuit of shared interests and following the principles of sincerity, pragmatism, affinity and good faith. China will work with Africa to safeguard the international system with the United Nations at its core, uphold international fairness and justice, promote the implementation of the Global Security Initiative, and build a China-Africa community with a shared future in the new era.

III China is willing to join hands with Seychelles to implement GDI and GSI.

Both China and Seychelles are developing countries striving for happy life for their peoples. Faced by global challenges and crises, China has made joint efforts with Seychelles to promote bilateral cooperation and have achieved fruitful outcomes.

The Palais de Justice, National Assembly Building, Anse Royal Hospital, Corgate Residence projects and SBC project are all the most telling witnesses of our solidarity and friendship. In response to Seychelles’ concerns on sustainable development and clean energy, environment protection, China is building a Low-carbon Demonstration Zone in Seychelles. To address Seychelles’ concern on maritime security, China donated two aircraft and a patrol vessel, helping Seychelles to strengthen its capacity in safeguarding maritime security. In order to assist the human resource building of Seychelles, the Chinese government provides around 1000 short-term training opportunities each year to qualified Seychellois. Over the past 5 years, around 400 Seychellois attended seminars in various fields. China also attaches great importance to the development of local community, funding projects such as the playgrounds at Anse Royal and Baie Sainte Anne. The new Agreement on Economic and Technical Cooperation, signed during State Councilor and Foreign Minister Wang Yi's visit to Seychelles in 2021, will certainly boost the future bilateral development cooperation to a new level.

China is willing to work with Seychelles and other countries to fully implement GDI and GSI, strengthen cooperation in various fields and jointly address global challenges with a view to building a more peaceful, secure and prosperous world, and a community with a shared future for mankind.
