Solidarity and Cooperationfor Shared Future The Concerted Response and Actions of China and Kuwait

On 15th October 2020, Ambassador Li Minggang contributed an article entitled "Working Hand in Hand to Build on Past Achievements and Forge Our Way into Future" to Kuwait's most widely circulated Arabic daily Al-Anba. The article comprehensively elaborates the shared vision and actions of China and Kuwait in supporting UN's undertakings, upholding fairness and justice, defending multilateralism and urging solidarity and cooperation among countries, and further highlights China's keenness to work with Kuwait to build a community with a shared future for mankind.

As pointed out in the article, in 2020 the prospects and the future for mankind and the world are exposed to profound and alarming impacts under conditions that we have not seen in a hundred years of changes in international conditions and a pandemic caused by the emerging COVID-19. At this critical juncture concerning the world's future and prospects, China has stood with Kuwait and those countries whichrespond tothe trend of history and call for solidarity and cooperation. President Xi Jinping released a strong Chinese voice to support the tasks of the UN and defend multilateralism, which provides the right direction for practicing multilateralism and building a community with a shared future for mankind.

Both China and Kuwait advocate for the United Nations to play a better role. As the first country to sign the UN Charter, China remains committed to multilateralism, and firmly safeguards the international system of which the United Nations is the center. Kuwait also firmly safeguards the international order on the basis of international law, and the essential role of the United Nations in international affairs. Both sides are unswervingly committed to the purposes and principles of the UN Charter, which are the cornerstone of the stability of the international system.

Both China and Kuwait advocate for fairness and justice, and conflict resolution through dialogue. China adheres to the principles of mutual respect and equality among the countries of the world, whether big or small, and the decision should not be restricted to the one with the strongest fist. China calls for replacing collision and coercion with dialogue and consultation, and broadening the ground for the common interests of all. Kuwait has been a member of the Non-Aligned Movement adopting the principles of peaceful coexistence, good neighborliness and non-interference in internal affairs, and has constantly made mediation efforts to resolve the antagonism between countries in the region and facilitated political solutions to hotspot issues, in an effort to bring peace, stability and development throughout the Gulf region.

Both China and Kuwait advocate for solidarity, cooperation and adherence to multilateralism. This pandemic reminds us that we live in a global village where all of us are interconnected and connected sharing weal and woe. China advocates the concept of a society with a shared future that binds each other, while rejecting the attempt to build blocks to exclude others and the zero-sum game, to broaden the points of convergenceof common interests between countries.likewise, Kuwait indicates that the epidemic does not know nationality, wealth, race, religion or gender, and it underlines the importance of multilateralism as well as the need for concerted global efforts to address the most pressing challenges that the world is facing today. In the 75th session of the UN General Assembly, the representative of His Highness the Amir, His Highness the Prime Minister Sheikh Sabah Al-Khaled called for global cooperation and solidarity, adherence to the international multilateral system, and strengthening of global governance based on the principle of a common destiny for the benefit of all mankind.

Both China and Kuwait advocate for a focus on concrete steps so as to effectively address the problems. China is to provide an additional $ 50 million contribution to the UN Global Humanitarian Response Plan for COVID-19, provide $ 50 million for the third phase of the China-Food and Agriculture Organization Trust Fund to promote South-South cooperation, and fulfill its promise to provide international aid worth two billion US dollars in the next two years. Kuwait has also actively participated in various multilateral cooperative mechanisms and initiatives, and provided strong support to the World Health Organization by the donation of $ 270 million to enhance international cooperation against the pandemic and support the international community in accelerating the vaccine development. Moreover, both countries have joined the COVAX initiative as a concrete step aimed at promoting equitable distribution of vaccines, ensuring the availability of vaccines to developing countries and encouraging more capable countries to join this initiative.

Both China and Kuwait advocate for a future-oriented mindset to shoulder our responsibilities towards succeeding generations. China will establish the UN Center for Knowledge and Innovation for Global Geographic Information and the Center for International Studies of Big Data on Sustainable Development to provide a new impetus for the implementation of the UN 2030 Agenda for Sustainable Development, take solid policies and measures to make carbon dioxide emissions reach their peak before 2030, and achieve Carbon neutrality before 2060.China also calls on all countries to seize the historic opportunity of the new round of technological and industrial revolution, in order to achieve a "green recovery" of the global economy after overcoming the effects of the pandemic.Looking at the post-Corona era, Kuwait has called for promoting the global economy to achieve a sustainable and comprehensive recovery, and to implement the UN 2030 Agenda for Sustainable Development to eradicate poverty, support the empowerment of youth and women, and deal with the repercussions of climate change under the framework of the Paris Agreement. Both countries jointly take more measures in accordance with the principle of joint responsibility with varying burdens, reduce the catastrophic effects of the loss of biological diversity, and call on the developed countries to fulfill more commitments to help the developing countries.

The article emphasizes that in the face of the common challenges of mankind, all countries shall respond to them in the spirit of solidarity. China and Kuwait have turned their united response into joint actions. Guided by the goal of building a community with shared future for mankind,China is ready to work hand in hand with the Kuwaiti side to further deepening the strategic partnership between the two countries, and make concerted efforts to forge broader horizons for the world's future!
