The Ministry of Foreign Affairs Holds Briefing for Chinese and Foreign Media on Li Keqiang's Attendance of the 12th Prime Ministers' Meeting of the SCO Member States in Uzbekistan

On Nov. 20, 2013, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media on Premier Li Keqiang's attendance of the 12th Prime Ministers' Meeting of the Shanghai Cooperation Organization (SCO) Member States in Uzbekistan. Vice Foreign Minister Cheng Guoping introduced the relevant situation.

Cheng Guoping said that for the 12 years since its establishment, the SCO has adhered to mutual trust, mutual benefit, equality and consultations, respected the diversity of civilizations, pursued the "Shanghai Spirit" for common development, and maintained the healthy and stable development momentum. The SCO has played an important role in maintaining regional security and stability, and in promoting the common development of the member states. Politically, the member states abide by the purposes and principles of the SCO Charter and the Treaty of Long-Term Good-Neighborliness, Friendship and Cooperation between the Member States of the SCO, continue to upgrade strategic mutual trust and cooperation, and firmly support each other's major core concerns; in the field of security, jointly combat the "three forces" of terrorism, extremism and separatism, drug trafficking and transnational organized crime, and gradually establish and improve crisis warning, joint law enforcement, and other cooperation mechanisms; in the field of economy, actively implement the Programme of Multilateral Trade and Economic Cooperation of the SCO Member States, the list of measures to further promote the SCO project cooperation in 2012-2016, and other cooperative documents, and steadily promote cooperation in finance, transportation, energy, agriculture, customs, high technology and other fields; in the field of humanities, actively carry out cooperation in education, culture, health, youth, and other fields, and further consolidate traditional friendship. Meanwhile, member states, observer states and dialogue partners strengthen interactions and have close communications, and the SCO's cohesion and influence continue to improve.

Cheng Guoping pointed out that the current international and regional situation is complex, and the recovery of the world economy is weak. The SCO member states have greater expectation for relying on the SCO to seek stability through unity, and development through cooperation, and the SCO is in a critical period of development. Prime Minister Li Keqiang, together with the leaders of other countries attending the meeting this time, will summarize the development of cooperation within the SCO in various fields over the past year, and make in-depth analysis of the situation facing the SCO development, implement the Bishkek Summit consensus, and deploy the important measures to deepen pragmatic cooperation in the SCO. In his remarks, Prime Minister Li Keqiang will summarize achievements and experiences of cooperation in the SCO, combine the new situation and tasks, give consideration to the concerns and demands of all parties, and put forward guiding, long-lasting, and operational cooperative initiative, fully reflecting China's diplomatic policy of creating an amicable, secure and prosperous neighborhood, as well as diplomatic concept of closeness, honesty, kindness and inclusiveness. The meeting will issue Joint Communique. The Intergovernmental Agreement of the SCO Member States on Facilitation of International Road Transport is expected to be signed during the meeting. The agreement will create conditions to open up an Asia-Europe transport corridor between Lianyungang and St. Petersburg, and is of great significance to further strengthen economic and trade exchanges, and people-to-people and cultural exchanges among all countries, and to drive the development of regional economy.

Cheng Guoping said that the meeting also invites the leaders of the SCO observer states -- Mongolia, Pakistan, Iran, India, Afghanistan, and heads of the United Nations, Commonwealth of Independent States (CIS) and other international organizations to attend. By rule, the small-scale meetings for prime ministers of the SCO member states, the large-scale meetings for participating leaders, the document signing ceremony, and other activities will be held. During the meeting, Premier Li Keqiang will hold bilateral meetings with leaders of Uzbekistan and the relevant states, exchanging views on bilateral relations and issues of common concern.

In the end, Cheng Guoping said that the member states are stepping up efforts to discuss relevant documents, making final preparations for the prime ministers' meeting. We believe that, with the concerted efforts of all parties, the meeting will be a great success, and will inject new impetus to the stability and development in the region.
