The Ministry of Foreign Affairs Successfully Co-organizes the Thematic Forum on Clean Silk Road

On April 25, 2019, the Thematic Forum on Clean Silk Road of the second Belt and Road Forum for International Cooperation was held in Beijing. The thematic forum, under the theme of working together for a clean Silk Road through consultation, contribution and shared benefits, was organized by the Central Commission for Discipline Inspection and the National Commission of Supervision of the Communist Party of China (CPC) and co-organized by the Ministry of Foreign Affairs. Deputy Secretary of the CPC Central Discipline Inspection Commission and Deputy Director of the National Supervisory Commission Li Shulei delivered a keynote speech. Vice Foreign Minister Kong Xuanyou, Under Secretary-General of the United Nations (UN) Miguel de Serpa Soares, and others attended and addressed the forum. More than 150 officials, experts and scholars from more than 30 countries and international organizations attended the thematic forum. Director-General of the Department of Treaty and Law of the Foreign Ministry Xu Hong made a speech under the topic of strengthening cooperation in anti-corruption and rule of law in international community.

Deputy Secretary Li Shulei said that President Xi Jinping has pointed out the need to strengthen international anti-corruption cooperation and make Belt and Road a clean road. At present, the "clean road" is gradually transforming from idea to action and from vision to reality. The consensus and practical cooperation on fighting corruption of all parties have been promoted comprehensively; policy coordination and mechanism building have been significantly strengthened; and notable results in government regulation and corporate compliance building have been made. Looking ahead, we suggest that all parties strengthen policy alignment, build a stable, fair and transparent rule and governance framework, foster a clean culture, create a standardized and law-based business environment, deepen international cooperation against corruption, and build a judicial and law enforcement cooperation network with full coverage and zero loopholes.

Vice Foreign Minister Kong Xuanyou expressed that the Belt and Road is a clean road, and a legal road. Legal cooperation is an integral part of the international cooperation under the Belt and Road Initiative. All countries should follow the principle of extensive consultation, joint contribution and shared benefits and work together to promote the construction of the legal road. In the process of building the legal road, the Chinese side maintains that first, we should respect the sovereignty of all countries and firmly uphold the foundation of the legal cooperation. Second, we need to adhere to international rules and consolidate the foundation for legal cooperation. Third, we should adhere to mutual learning and promote the benefits of the legal cooperation.

Director-General Xu Hong expressed that the Chinese side held the Forum on the Belt and Road Legal Cooperation in Beijing in 2018, which has gathered consensus and drawn up a blueprint. In the next step, we should give full play to the leading role of governments and international organizations, continue to successfully hold the Forum on the Belt and Road Legal Cooperation, and actively explore and improve the dispute settlement mechanism under the Belt and Road Initiative.

Under Secretary-General Miguel de Serpa Soares said that the CPC and the Chinese government attach great importance to the legal construction and integrity building. The UN supports enhancing international cooperation against corruption under the UN Convention against Corruption and is committed to eliminating corruption within the UN. The UN Commission on International Trade Law (UNCITRAL) plays an important role in unifying commercial law and is ready to deepen legal cooperation with the Chinese side under the framework of the Belt and Road Initiative. The Belt and Road Initiative is in line with the 2030 Agenda for Sustainable Development and has huge potential.

Member of the Party Leadership Group and Vice President of China Law Society Zhang Mingqi introduced three points of experience in China's legal construction: first, to adhere to the CPC's overall planning and unified leadership to govern the country in accordance with the laws; second, to adhere to the dominant position of the people; and third, to adhere to the organic unity of governing the country in accordance with the laws and governing the party in accordance with the rules.
