Vice Foreign Minister Qin Gang Attends the Launching Ceremony of Department for Latin American and Caribbean Studies of China Institute of International Studies (CIIS)

On May 8, 2019, Vice Foreign Minister Qin Gang attended the launching ceremony of Department for Latin American and Caribbean Studies of China Institute of International Studies (CIIS) and delivered a keynote speech.

Qin Gang congratulated on the launching of Department for Latin American and Caribbean Studies of CIIS and expressed that CIIS is the first institute of the People's Republic of China specializing in foreign affairs and international studies. The launching of Department for Latin American and Caribbean Studies will make greater contributions to the academic researches related to Latin America and provide stronger intellectual support for the development of China-Latin America relations. He hoped CIIS and Department for Latin American and Caribbean Studies will give full play to their own traditional advantages, offer ideas and recommendations for the development of China-Latin America relations, drive the constant development and growth of the research teams on Latin American and Caribbean studies, enhance foreign exchanges and cooperation, and continuously create the social atmosphere and public opinion environment that are beneficial to the development of China-Latin America relations.

Qin Gang stressed that Latin America and the Caribbean region is home to a large number of developing countries and emerging markets, boasting tremendous development potential and promising development prospects. They are important forces in driving the world multi-polarization and crucial partners contributing to the joint construction of a community with a shared future for mankind. China-Latin America relations have entered a new period of all-round development since the 18th National Congress of the Communist Party of China (CPC). President Xi Jinping has visited Latin America for four times, which have pinpointed the new positioning of China-Latin America comprehensive cooperative partnership, promoted the founding of the Forum of China and the Community of Latin American and Caribbean States, and charted the course for joint construction of China-Latin America relations featuring equality, mutual benefit, innovation, openness and benefits for the people in the new era and for building China-Latin America community with a shared future for common progress. Last year, President Xi Jinping proposed to drive the optimized upgrading and innovative development of China-Latin America cooperation through jointly building the Belt and Road Initiative, which has seen warm reception. So far, 19 countries in Latin America and the Caribbean region have signed memorandum of understanding on joint construction of the Belt and Road Initiative with China.

Qin Gang noted that China-Latin America cooperation is South-South cooperation in nature. In carrying out cooperation with Latin America, China upholds the notion of mutual respect, equality, mutual benefit and win-win cooperation, bringing tangible benefits to both peoples. The Chinese side is pleased to see Latin American countries develop relations with any other countries, and on the basis of respecting their own will, stands ready to carry out trilateral and multi-lateral cooperation, make the pie of interests bigger and achieve common development and prosperity through cooperation.

A total of over 100 guests attended the launching ceremony, including representatives from the Ministry of Foreign Affairs, the International Department of the CPC Central Committee, the Chinese People's Institute of Foreign Affairs and China International Studies Foundation, Ambassadors to China or representatives of embassies in China from19 countries in Latin America and the Caribbean region, including Brazil and Cuba, as well as media representatives from China and Latin America.
