On the afternoon of August 29, 2023, Premier Li Qiang of the State Council met with U.S. Secretary of Commerce Gina M. Raimondo at the Great Hall of the People.
Li Qiang said that a sound and stable China-U.S. relationship is beneficial to the two countries and the world. Last year, President Xi Jinping and President Joe Biden reached a series of important common understandings during their successful meeting in Bali, Indonesia, charting the course for China-U.S. relations. Recently, the U.S. side has said on multiple occasions that it is committed to returning to the agenda set by the two heads of state at the Bali meeting. China welcomes this. Mutual respect, peaceful coexistence, and win-win cooperation are the right way for China and the United States to get along with each other. China hopes that the U.S. side will work with China to take more pragmatic and beneficial actions to maintain and develop China-U.S. relations.
Li Qiang pointed out that the essence of China-U.S. economic and trade relations is mutual benefit and win-win results. Politicizing and overstretching the concept of security on economic and trade issues not only seriously affects bilateral relations and mutual trust, but also harms the interests of enterprises and people in both countries, bringing catastrophic impacts on the global economy. Noting that China is the largest developing country, and the United States is the largest developed country, Li Qiang said that the two sides should strengthen mutually beneficial cooperation, reduce friction and confrontation, jointly promote the recovery of the world economy, and address global challenges. China is ready to strengthen dialogue and cooperation with the U.S. side in the field of economy and trade, promote the sound development of bilateral economic and trade relations, and hopes that the U.S. side will work with China in the same direction. China actively promotes high-standard opening-up, strives to foster a world-class business environment that is market-oriented, law-based and internationalized, further relaxes market access, ensures national treatment for foreign-funded companies, maintains and promotes fair competition, and will open its door even wider to the world.
Raimondo said that the Biden administration supports China in developing its economy and improving people's well-being. It has no intention of containing China's development and does not seek to decouple from China. The Biden administration is ready to keep communication with China to maintain normal U.S.-China economic and trade relations and promote the stable development of bilateral relations. The U.S. side is also ready to strengthen cooperation with China in such areas as artificial intelligence and climate change, and in addressing the Fentanyl crisis.
