Assembly of Heads of State and

Government of the African Union

ADDIS ABABA

Beijing, 5 July 2004

On the occasion of the 3rd Assembly of Heads of State and Government of the African Union, I wish to extend, on behalf of the Chinese Government and in my own name, warm congratulations and best wishes to the Assembly.

Since its inception two years ago, the African Union (AU) has played a significant role in Africa's solidarity and cooperation, regional conflict resolution and economic and social progress.  Within this year a number of important institutions were set up, including the Pan-African Parliament and the Peace and Security Council.  In addition, the NEPAD is well on track to implementation, taking another solid step towards African integration.

China always attaches importance to Africa and has all along supported the peace and development in the continent.  Every success Africa has made is our source of joy.  Guided by the long-term policy of seeking friendly ties with African countries, the Chinese Government will continue to support the AU and NEPAD's implementation, commit itself to China-Africa friendly cooperation in all areas and work together with the AU and African nations for a stronger new partnership featuring long-term stability, equality and mutual benefit.

I wish the Assembly a complete success.
