The issue of Kosovo of FRY, which is an ethnic and religious problem within FRY, has a long history. The Chinese Government always holds that, the Kosovo question is the internal affairs of FRY fundamentally, and that it should be settled peacefully on the basis of respect for sovereignty and territorial integrity of the FRY and the guarantee for the legitimate rights and interests of all ethnic groups in the Kosovo region. We also support the United Nations' positive role in the process of the political settlement. But the US-led NATO tried to resolve such a complicated problem by using force against FRY. This is not only in violation of the Charter of the United Nations and the norms of international relations, but also set a precedent of using force to interfere in the internal affairs of a sovereign state. Over two months' air strikes had caused huge human and material losses, leading to the severest humanitarian catastrophe. At present, the Multinational Forces and the United Nations Interim Administration Mission in Kosovo (UNMIK) have been deployed in Kosovo. The Chinese Government believes that, the international security presence, which consists of some states and regional organizations, should strictly abide by the Charter of the United Nations and the spirit of the Resolution 1244 of Security Council, safeguard the legitimate rights and interests of all ethnic groups in real earnest, maintain the stability of the region, in order to create a good atmosphere for a final, just and reasonable settlement of Kosovo question in the process of carrying out their mandates.
