China and UN Reform

Sine Kofi Annan assumed the post of the UN Secretary-General of the United Nations, he has been actively involved in its reform as evidenced by several reports he has come up with one after another, such as Innovate UN: Proposals on Reform, We the people: UN in the 21st Century and Enhance UN: program on Further ReformThe Millennium Declaration adopted by the UN Millennium Summit in 2000 has set the development objective of the UN in the new century. In the yearend of 2000, the UNGA passed a new assessed contribution and budget quota proposal whereby financial guarantee is secured for the UN reform. However, the ongoing reform is focused on the peacekeeping area with little accomplished in the development area.

Chinais supportive of the idea of effecting necessary and reasonable reform of the UN. The UN reform should be aimed at enhancing the role of the UN, upgrading its efficiency and taking into full account the legitimate interest of the developing countries. Chinais willing to work together with the international community to implement the development targets as set in the Millennium Declaration and to enhance the role played by the UN in the new century.
