Zeng Qinghong Meets with Foreign Ministers of the Five Members of the Andean Community and Its Secretary General

On January 27, 2005, Chinese Vice President Zeng Qinghong met in Lima, the capital city of Peru, with the foreign ministers of the five members of the Andean Community (Ancom) and its secretary general.

The Ancom is an integrated organization in the Andean region and its members include Peru, Venezuela, Ecuador, Colombia and Bolivia. This is the highest-level meeting between the two sides since they signed the agreement on the establishment of a political consultation and cooperation mechanism in 2000.

Zeng said during the meeting that as one of the integrated organizations with the longest history in Latin America with wide influences, the Ancom has played a positive role in promoting the integration of the Andean Region and even South America as a whole. With frequent exchanges at all levels and increasing mutual trust, China-Ancom relations have been developing smoothly in recent years. Economic and trade cooperation in various forms have been expanding and a number of projects of cooperation and exchanges are proceeding as planned. The two sides have also conducted close coordination with each other and rendered strong support for each other in international affairs. China highly prioritizes the political consultation and cooperation mechanism with the Ancom and would like to work with the Ancom to enhance mutually beneficial cooperation in the principle of "active promotion, priority highlight, effectiveness prioritization and gradual advancement". In the area of economy and trade, cooperation in telecommunication, energy and infrastructure construction should be focused and understanding of each other's market and investment climate should be enhanced. At the same time, cooperation in quality supervision, inspection and quarantine, the fight against drug-related crimes and poverty reduction should be highlighted. Human resources training should be well conducted and exchanges between the press and the parliaments should be initiated.

The foreign ministers fully affirmed the mutually beneficial cooperation between China and Ancom in their speeches, stressing the important significance of China-Ancom cooperation to promoting the establishment of the new international political and economic order and to advocating multilateralism. They noted China's development means opportunities instead of threats to the world including the Ancom. The foreign ministers welcomed Zeng's suggestions on the development of China-Ancom cooperation, believing that bilateral cooperation boasts tremendous potentials and hoping that the two sides can enhance political, economic and trade, scientific and technological as well as social cooperation and render support for each other in international and regional affairs. They reiterated the adherence to the one-China policy and the support for China's policies on the Taiwan issue.

A joint press communiqué was released after the meeting.
