Statement by the Chinese Delegation on the Korean Peninsula Nuclear Issue and the Middle East Nuclear Issue at the First Session of the Preparatory Committee for the 2010 NPT Review Conference

Mr. Chairman,

Preventing proliferation of nuclear weapons and maintaining world peace and stability serve the common interests of the international community. Proceeding from this position, China has always stood for achieving denuclearization of the Korean Peninsula, maintaining the peace and stability on the Peninsula and in Northeast Asia, and peacefully resolving the nuclear issue through dialogue and negotiation.

We are glad to see that the Six-Party Talks, as a realistic and effective mechanism to address the Korean Peninsula nuclear issue, is making positive progress. Following the Joint Statement of 19 September 2005 of the Forth Round of Six-Party Talks, the Fifth Round of Six-Party Talks reached the Joint Document on February 13, 2007 titled "Initial Actions for the Implementation of the Joint Statement".

The First Session of the Sixth Round of the Six-Party Talks had been held from 19 to 22 March, 2007 in Beijing. In the meeting, the Parties held discussions on the implementation of the initial actions and the action plan for the next phase. The Parties agreed to continue advancing the process of the Six-Party Talks, reaffirmed that they would faithfully implement the commitments in the Joint Statement of 19 September, 2005 and the Initial Actions for the Implementation of the Joint Statement of 13 February, 2007. Currently, the parties concerned are working vigorously and holding intensive consultations on tackling some technical problems so as to make preparations for the next session of the Six-Party Talks.

Mr. Chairman,

It is proved that the Six-Party Talks in an effective mechanism in settling the Korean Peninsula nuclear issue. The achievements reached in the Six-Party Talks serve all parties' interests. China hopes the parties concerned continue fulfilling their respective obligations and advance the process of talks. We also welcome the international community's continuing support of the Six-Party Talks process and its constructive role in this regard.

China will, together with other parties, continue its efforts in peaceful settlement of the Korean Peninsula nuclear issue. We believe that a peaceful solution to the issue through dialogue and consultation will contribute to strengthening international non-proliferation regime and promoting peace and stability in Northeast Asia and the world at large.

Mr. Chairman,

China pays close attention to the development of the situation in the Middle East. China all along maintains that parties concerned should seek a peaceful solution to disputes through diplomatic negotiations in the spirit of reconciliation. China supports the efforts made by the Middle East countries on establishing a zone free of nuclear weapons or other WMDs in the Middle East. China is of the view that the UN resolutions on the Middle East Nuclear-Weapon-Free Zone and the provisions of the resolution on the Middle East issue adopted by the 1995 NPT Review Conference should be faithfully abided by and implemented. Israel should accede to the NPT as a non-nuclear-weapon state and place all its nuclear facilities under IAEA safeguards without delay. This will be of great significance for promoting universality of the NPT in the Middle East and the world at large and strengthening the international non-proliferation regime as well.

It is in the international community's common interests that the Iranian issue is addressed in a peaceful way through negotiations. Iran's legitimate right on peaceful use of nuclear energy under the NPT should be respected, whilst it should also faithfully fulfil its relevant international obligations and strive for international trust. China calls upon the parties concerned to intensify their diplomatic efforts to resume negotiations at an early date and work out creatively a proper solution to the issue.

Mr. Chairman,

In accordance with the Final Document of the 2000 NPT Review Conference, the Chinese Delegation has submitted a report on the measures taken by China to promote the Middle East peace process and the establishment of a nuclear-weapon-free zone in the region.

China stands ready to continue to work with other countries to realize peace and security and establish a zone free of nuclear weapons and other WMDs in the Middle East.
