The recent years have witnessed cases of attempted attacks by terrorists using Man Portable Air Defense Systems (MANPADS), which have caused increasing concerns of the international community. China opposes terrorism of any form, supports every international anti-terrorism effort, and endorses to take necessary and feasible measures to keep MANPADS away from terrorists.

China has taken notice of the relevant proposes about strengthening the control of MANPADS put forward by some countries and multilateral mechanisms, and has participated in the relevant discussions by some multilateral mechanisms including APEC. China is willing to work with all parties to explore the effective way and methods to address the issue of MANPADS used in terrorists' activities, and crack down on international terrorism.

China excises strict administration over all arms including MANPADS. Any unauthorized unit or individual is not allowed to conduct related activities. As for the export of MANPADS, China strictly implements its Regulations on the Administration of Arms Export, and does not conduct arms business with any NGO, non-state actor or individual.
