Outer space is the common heritage of mankind. It should be solely used for peaceful purposes and for the welfare of the whole human being. Under current circumstances, especially amid the advancement of outer space technologies and rapid change of international security situations, the risk of weaponization of outer space is increasing. This is against the interests of all countries.

Over years, the international community has made unremitting efforts to prevent the weaponization of and an arms race in outer space. From 1985 to 1994, the Conference on Disarmament (CD) had established ad hoc committees for 10 consecutive years to discuss issues related to prevention of an arms race in outer space. The UN General Assembly has adopted resolutions of "Prevention of An Arms Race in Outer Space" by overwhelming majority for 20 odd years.

China always stands against the weaponization of or an arms race in outer space. China is of the view that to negotiate and conclude an international legally-binding instrument is the best option to prevent the weaponization of and an arms race in outer space. In February 2008, China and Russia submitted to the CD a draft Treaty on the Prevention of the Placement of Weapons in Outer Space, the Threat or Use of Force against Outer Space Objects. China is willing to work jointly with all sides to improve the draft treaty by embracing and incorporating useful elements.

China will continue actively participating in the work of the CD. China is ready to work jointly with the international community to contribute to the maintenance of the peace of outer space.
