The Missile Technology Control Regime (MTCR) was established in 1987. The MTCR is aimed at preventing the proliferation of unmanned delivery systems capable of delivering weapons of mass destruction with a total of 34 member states.

As the multinational export control regime in missile non-proliferation field, the MTCR played certain positive role in preventing the proliferation of missiles and related items and technologies. China borrowed the MTCR Guidelines and Annex when promulgated China's regulations on Export Control of Missiles and Missile-related Items and Technologies and related Control List.

China and the MTCR have maintained dialogues.
