On April 21, 2023, Director-General of the Department of Consular Affairs of the Foreign Ministry Wu Xi and Director of the Department of Consular Service of the Ministry of Foreign Affairs of Kazakhstan Bauyrzhan Akatayev co-chaired the 21st round of China-Kazakhstan consular consultation. The two sides exchanged views on negotiating the signing of a China-Kazakhstan agreement on mutual visa exemption as soon as possible, and safeguarding the safety, security and lawful rights and interests of their respective citizens and institutions, among others.

The two sides agreed to follow through on the important common understandings reached between the leaders of the two countries, continuously improve consular cooperation, provide more convenience for personnel exchanges, take earnest measures to safeguard the safety, security and lawful rights and interests of their respective citizens and institutions, and constantly enrich the China-Kazakhstan permanent comprehensive strategic partnership.
